Week 3 Project Management Blog
This week we will be moving into the Planning Section of the first knowledge group of Integration Management for our Project Management Process of “Develop Project Management Plan”. This process involves explaining the work, preparing for the project and combining the components that create the Project Management plan. This plan will be our basis for how the project is carried out in the remaining phases of Executing, Monitoring & Controlling and Closing. It is strongly recommended to use the Project Management Plan as your baseline for the project so that if any changes occur (let’s be honest there will be changes) they can be analyzed and included. With your baseline in place it allows for measuring changes that might occur to Scope, Time or Cost. Depending on the changes they might need to go through the Change Control Process to formally include them as part of the project.
There are 4 inputs for this process: Project Charter, Outputs from Other Processes, Enterprise Environmental Factors and Organizational Process Assets. We have discussed the project Charter in the Week 2 blog post please reference that one for further info. Outputs from other Processes come into Play because they are what will come as outputs as we start to work through the other 9 Knowledge Areas. With Project Management being Iterative and updated as information becomes available the Project Charter may be updated at various points throughout the project. Enterprise Environmental Factors can be industry standards, legal requirements, Organizational Structures or Infrastructure. Organizational Process Assets could include Organizational Policies, procedures, Change Control Methods and Lessons Learned from previous projects.
There are 4 Tools and Techniques utilized for Develop Project Management Plan: Expert Judgement, Data Gathering, Meetings and Interpersonal & Team Skills. Expert Judgement could come from individuals or groups with specialized knowledge. In the Government Sector a common term is Subject Matter Expert (SME) and that comes with a lot of responsibility for providing the best inputs for the process. Data Gathering can take on forms such as: Brainstorming, Checklists, Focus Groups and Interviews. Meetings in this portion of the project are used to help define processes for the project approach, how work will be executed and identify the ways to monitor and control the project. Interpersonal and team skills that are important for this are: Conflict Management, Facilitation and Meeting Management.
The output of the Develop Project Management Plan Process is the Project Management Plan and this describes how the project will be completed in the Ex*****on, Monitoring & Controlling Phase and Closing Phase. The Project Management Plan is comprised of 18 Documents: 10 of the Knowledge Area Project Plans, 3 Baselines and 5 other components.
