In a well managed, well run IT department, IT staff shouldn't be busy. Consistently poor response times means IT staff are busy. Which usually means they're putting out fires. Which means problems aren't being properly taken care of the first time around. Which means inadequately skilled IT staff. Unless there are changes occurring - upgrades, new installations, changes in size or locations - the best IT staff spend their time proactively monitoring and maintaining their environments to nip potential issues in the bud.

Imagine a reality where IT problems weren't even on the radar, and a business can get on with doing what it did best.
