Special Districts have unique challenges.

✅ Residential Assessment Rate (RAR) changes and the impact on the district’s budget
✅ Staffing changes
✅ The current mill levy isn’t sufficient to cover the district’s operating costs
✅ Planning for long-term significant capital improvements
✅ Evaluating the need for rate changes
✅ Evaluating the impact of inflation

But with short- and long-term fiscal modeling, we can plan for these variables and adjust well before a financial concern becomes a crisis.

💡 Think your small special district doesn’t need a CFO? Think again.

Most small special districts skip having a CFO, often because it’s “not in the budget” or the finances seem simple enough.

❌ The truth? Managing inflation, staffing shifts, capital projects, budget cuts from the current mill levy, and other moving parts is anything but simple.

✅ At Gemsbok, we specialize in serving special districts as a Fractional CFO, delivering all the strategic expertise of a full-time CFO at a fraction of the cost.

Your budget deserves more than guesswork. Let’s make it work smarter.

Sloppy bookkeeping can lead to a financial crisis.

🗝 We don't talk about our bookkeeping services a lot, but it is absolutely KEY to everything we do.

Without accurate books, we can't offer expert financial forecasting. We can't offer good advice on where to cut and where to expand. So when we're onboarding a client, we do a deep dive into their bookkeeping. In some cases, everything is done well and we can move on to financial forecasting. But honestly, in most cases, we need to clean up books that aren't being kept well.

🤔 How confident are you that your books are in order?

If your cash flow feels tighter than it did a year ago, you're not imagining it.

Higher costs. Tighter lending standards. New technology. Economic uncertainty.

Today's business owners are making decisions in a more complex environment than ever before. And when cash flow gets squeezed, it's easy to focus on simply getting through the next month instead of planning for the next five years.

That's where the right financial partner makes all the difference.

At Gemsbok Consulting, we help business owners move beyond reacting to today's challenges and build strategies that strengthen cash flow, improve profitability, and position their companies for long-term growth.

You don't need a financial hero. You need a trusted advisor who helps you make confident decisions.

📣 Meet Carol Hull, Accountant!

Carol's professional journey has been anything but ordinary. From serving as a tour guide at the Colorado State Capitol to managing corporate clients and executive education programs at the Daniels College of Business at the University of Denver, each role taught her valuable lessons about organization, communication, and serving others. She later spent more than 16 years homeschooling her three daughters while leading homeschool communities, coordinating tutors, managing budgets, and supporting families. These experiences strengthened her leadership, adaptability, and ability to navigate the many moving parts that come with serving diverse groups of people.

Today, Carol brings that unique combination of business experience and real-world problem-solving to Gemsbok, where she enjoys working alongside a team that values kindness, collaboration, and helping others.

One lesson has stayed with her throughout every chapter of her career: people matter. Whether working with clients, colleagues, or families, she believes in treating everyone with the same respect and professionalism while approaching challenges with thoughtful preparation and clear communication.

🚗 Outside of work, Carol enjoys knitting and crocheting, playing the piano, watching classic films, cheering on college football, and taking road trips whenever possible. As she puts it, you miss too much of the journey if you fly.

Carol and her husband, Phil, have been married for 25 years and have three daughters: Elaine, an art student at Metropolitan State University of Denver; Natalie, who is studying psychology at the University of Sioux Falls; and Katherine, who is currently in high school. Their home is also shared with two rescued dogs, Gus and Scout, and a guinea pig named S'mores.

Carol's thoughtful approach, wealth of life experience, and genuine desire to serve others make her a valued member of the Gemsbok team and a trusted resource for the clients she supports.

Christina Griggs and her family visited Omaha Beach and the Normandy American Cemetery & Memorial during a ceremony honoring the American service members who gave their lives during the Normandy landings and the battles that followed.

We're grateful for their courage and sacrifice that changed the course of history.

Christina Griggs and her family's summer trip also took them to Munich. Yes, they saw all the sites, but they also like to plan trips with a variety of experiences. So while there, they stayed in a youth hostel, met lots of interesting people who shared their travel stories with them, and also had some competitive family time. :) If you're not slamming cards on the table and laughing while playing UNO, are you really playing at all? 🤣

🇫🇷 Paris is always a good idea. And what made it even better is that for this year's family vacation, I completely unplugged. I didn't lug around a laptop and search for Wi-Fi just to "check in." Instead, I've built systems and hired well-qualified people who kept Gemsbok moving forward when I was on vacation.

Too many business owners feel like taking a vacation means taking their business with them. It doesn't have to be that way.

When your business can operate without your constant attention, you gain more than time off. You gain the space to be present with the people you love, recharge your energy, and make room for new ideas to emerge.

When margins tighten, it's easy to feel like every expense is on the chopping block. But the businesses that emerge stronger aren't necessarily the ones that cut the deepest. They're the ones that make thoughtful decisions in the right order.

📉 We encourage clients to start with the expenses that have the least impact on people and the greatest impact on cash flow. Review subscriptions that have accumulated over time. Revisit agreements with vendors and service providers. Those conversations often uncover opportunities to reduce costs without sacrificing the capabilities that help your business grow.

Only after those options have been explored does it make sense to evaluate staffing. Your people are more than a line item on a financial statement; they represent experience, relationships, and the capacity to move your business forward. Once they're gone, rebuilding that knowledge is rarely quick or inexpensive.

Cash flow challenges demand action, but they don't have to lead to panic. A disciplined, strategic approach gives you the best chance to strengthen your business today while protecting its future.

People are often the largest expense on a balance sheet, but they're also one of your greatest assets.

Before reducing headcount, ask yourself:

Have we eliminated unnecessary spending?
Have we renegotiated vendor contracts?
Have we streamlined operations?

💥 Because once talented employees leave, rebuilding that experience, culture, and institutional knowledge is expensive. 💥

Good financial leadership means exhausting the reversible decisions BEFORE making the irreversible ones.
