We are proud to announce that 11th Hour Service has been awarded two of the three task orders under the HHS OMAS Strategic Support Services BPA with Procurement Management Review (PMR) Support and Strategic Support Services.

Mobilizing the defense industrial base is a dynamic challenge that will require substantial effort in many disciplines. Mobilization, however, is not a peacetime activity and the United States will not actually mobilize the defense industrial base without a casus belli. It is in peacetime that we must set the conditions for industrial mobilization so that in the event of a national emergency or war, we are able to rapidly scale the production of materiel to meet the needs of major conflict against a peer adversary. Using the Civil Reserve Manufacturing Network (CRMN) as an example, this session will focus on paths to ensure that the United States is able to meet the wartime material needs of the nation.

We're proud to celebrate Dr. Fatima Douglas, Senior Manager at 11th Hour Service, for her contribution to the AGA Research: 2026 ERM Workshop Executive Summary, where she served as one of the report's contributing writers and reviewers alongside government and industry leaders.

The 2026 AGA ERM Workshop explored some of the most pressing issues facing federal agencies today, including:
✔️ AI governance and responsible AI adoption
✔️ Integrating cybersecurity into enterprise risk management
✔️ Reducing improper payments through ERM
✔️ Real-world ERM success stories across government
✔️ Driving risk-informed decision-making during organizational change

A clear theme emerged throughout the workshop: ERM delivers the greatest value when it is embedded into strategy, governance, operations, and decision-making—not treated as a standalone compliance exercise.

We're honored to see Dr. Douglas helping shape this important conversation and contributing to resources that empower federal leaders to strengthen governance, improve resilience, and better navigate today's evolving risk landscape.
