Mental Health is usually the primary problem with these Assassination plots, luckily they rarely get far, but the US. Secret Service have many thousand of these they have to deal with, and more each week, if not days. The USSS has a whole division that works on this and at least one Agent in every field office is tasked with taking care of the problems, which are often ongoing for years, most are deemed not a risk, unless the Protectee is in the area, or the person of interest is on the move. In private industry I have worked a number of them, it is much harder to deal with, unless they make moves like this man did. One was easy to provoke into making threatening moves so we could get them back into a mental health facility for at least a while. If you come across this type of threat, please take it for real, even if your client tends not to. We need more technology to help alert us to the going issue. Getting people to wear tracking devices just does not seam to work. More invasive technology have been available for some time, but difficult to force implementation. Working with Health care providers is rarely workable, the same is often the case with law enforcement, both have privacy and liability issues to deal with. I have had better luck with family members that do not want people getting hurt from their person with mental health conditions going off the rails. Still they often want to feel the person is getting better and want to believe in them. It is a difficult issue to deal with. Best of luck and have a happy New Year.
