While there certainly seem to be single points of failure as it relates to the communication between ECDs, to say the battery backup failed is a little misleading. The generators being knocked offline (presumably from the blast) sounds like the biggest issue. The battery backup is designed to accommodate a certain amount of runtime (batteries only last so long) to allow for either the generators to kick on or someone to shut the equipment down safely. It reads like that runtime being exceeded coupled with the generators being knocked offline by the bomb was the issue, not a failure of the system.
