Does your County have a Strategy to Eliminate Dead Cell Zones?
For 20 years, Kelly Lewis has been addressing and delivering strong solutions for broadband and Dead Cell Zone projects for counties and taxpayers. Right now, Pennsylvania is on the eve of the largest-ever federal investment in broadband and cell service. BEAD funding will invest $1.1 Billion in broadband funding across Pennsylvania.
Lewis Strategic is available to help speed and optimize these funds into action for your County, Municipality, or School District.
Additionally, unlike most broadband consultants, we don't solely focus on government grants as the only source of investment. Instead, we work with all providers, within a myriad of agile strategies and tactics to get the best possible results.
For example, in Wayne County, Pennsylvania, not only were state grants announced, but over $11 million in private investment independent of state or federal grants. We're affordable, flexible, efficient, and fast. Our Broadband Projects deliver benefits not only to the sponsoring entity, but also to students, residents, businesses, hotels, parks, and economic development efforts.
Broadband remains one of the strongest branding opportunities for county economic development. Plus, with over 90% of 9-11 emergency calls from cell phones, more than ever, Dead Cell Zones are a major public safety concern! Working together with your county leaders, we can help you develop the best broadband plans for your organization and stakeholders.

WAYNE COUNTY ANNOUNCES
MAJOR BROADBAND INVESTMENTS
$11 Million in broadband investments will impact Wayne County as thousands of unserved and underserved households are getting advanced fiber broadband.
(Honesdale, Pennsylvania) – Reinforcing the county’s strategic investment in the Wayne County Broadband Project, through Accelerate Wayne, the Wayne County Commissioners are pleased to announce more than $11 million in broadband investments that will impact more than 3,300 unserved or underserved homes and businesses.
Already completed in 2023 and early 2024, and available to customers are investments by Archtop Fiber (formerly Hancock Telephone) (fiber rollout at Island Lake and nearby), ICON Technologies (upgraded existing towers and added micro pops), and Adams Cable (fiber rollouts in The Hideout, and Wallenpaupack Lake Estates) with more investment planned for 2024 and 2025.
Additionally, in 2024 and 2025, NEP Broadband, Charter Communications (Spectrum), and T-Mobile announced major investments into Wayne County without state or federal grant funding.
NEP Broadband is expanding its fiber broadband network by 90 miles in the townships of Berlin, Damascus, Dyberry, Lebanon, Oregon, and parts of Manchester, potentially reaching 1,200 households, some/much of which are unserved/underserved homes (BSLs).
Charter Communication (Spectrum) is expanding its fiber broadband network by 100 miles potentially reaching 2,100 homes, in Damascus and Manchester townships, some/much of which are unserved/underserved homes (BSLs).
T-Mobile is expanding its 5G investment in Wayne County, upgrading its existing cell towers with 5G technology, and building new towers in 2024 and 2025.
Wayne County is also getting two broadband grants from the Pennsylvania Broadband Development Authority. Adams Cable will receive a grant of $387,969 with a 25% match for a total investment of $517,292. While Verizon Pennsylvania, LLC will receive a grant of $2,988,566 with a 25% match for a total investment of $5,953,318 covering Monroe, Pike, and Wayne. Both projects impact southwestern Wayne County. The Pennsylvania Broadband Development Authority announced $200 million in this round of broadband grants.
In a statement, the Wayne County Commissioners added, "We are certainly very pleased to announce these major broadband investments in Wayne County. Across the County, residents tell us broadband is one of their top issues. So, we want to thank all of these broadband companies for their timely investments to help Wayne County residents get advanced broadband."
The broadband providers said new customers will be getting flyers and other marketing when the new broadband reaches their homes and businesses. Accelerate Wayne and the Wayne County Broadband Project will also be promoting these investments to help increase broadband take rates.
The Commissioner statement continued, "We also are pleased to announce two state/federal broadband grants received for Wayne County that will bring needed broadband investments into southwestern Wayne County. Congratulations to Adams Cable and Verizon. We look forward to helping advance these grants to help residents get needed broadband.”
Over the next year, another round of broadband grants, known as BEAD grants, will distribute $1.16 billion across Pennsylvania. The Wayne County Broadband Project is planning additional strategies to help as many more unserved and underserved households and businesses get broadband as soon as possible.
