ASEC3 is seeking an experienced and motivated individual to perform in the role of Plans & Portfolio Officer.
*Candidates must already possess a current and active TS/SCI with FSP clearance to be considered for this position*
Qualifications
This work includes but not limited to:
Provides strategic and programmatic plans and budget support to the Customer’s Group/Division
activities, as applicable
Support office in formulating, justifying and defending budget build
Develops and maintains spend plans
Reconciles spend plans with actual and planned expenditures and recommends options to
address potential over- or under-utilization of resources
Stays current with Customer Resource Management guidance and assists in creating and
maintaining baseline practices and procedures that align with the guidance
Assists customer personnel in researching and resolving resource and budget issues and
questions wherever possible
Prepares supporting documentation for budget exercises, over-guidance, unfunded calls, and re-
programming
Assists with writing congressional language for submission into the Customer’s program build
Performs short- and long-term financial trend analyses for the Customer organization
Prepares briefings, budget, spend plans in support of programmatic activities
Coordinates and responds to budget requirements and budget taskings
Collaborates with Customer’s Resource Management Team as required; attends resource
meetings
Continually interface with executive-level management requiring the planning,
presentation/briefing of information.
Required Skills:
Requires minimum of 10 years with BS/BA
Demonstrated professional competence as plans/budget officer
Exhibit full awareness of financial resource requirements both for ex*****on and budget out-years
Ability to analyze and evaluate financial data to resolve inconsistencies, identify key issues, and
propose solutions
Ability to develop and implement long-rage plans to accomplish Customer’s goals and collaborate
in support of strategic planning for future years
Experience preparing budget exercise submissions, assimilating information about program goals,
requirements, costs and schedules; also ensuring submissions are rational, defensible and
executable
Experience ensuring program ex*****on is proceeding within available resource constraints and
consistent with goals; also proposing and implementing resource realignment (including from
multiple sources) as required or in response to unplanned circumstances
Broad comprehension of relevant statutes, regulations and policies in resource utilization and in
budget development and ex*****on processes
Experience constructing and maintaining background documentation on programmatic and
resource analyses, discussions, thinking and decisions to ad the component’s resource
management continuity
Strong organizational and time management skills
Demonstrated excellent writing skills and ability to craft clear, concise requests for funding and
responses to taskings
Excellent oral communication skills to brief management on resource issues
Proven ability to interact with customers, senior leadership and program managers in a highly
matrixed organization
TS/SCI with poly required

Ability to work and apply creativity in a fast-paced environment
Experience with Customer’s travel regulations and budget spending documents to provide
guidance to Group personnel
Proficient in funding documents and workflow, to include: SLA Workflow, BASIS Cognos Query
Studio, e-vouchers, and PET requests
Ability to update budgeting dashboard almost daily to ensure the Group Front Office has the most
up-to-date spending analysis
