Heather Lynn Higgins was in the process of rebuilding her life when she vanished without a trace in Spokane, Washington. She was 39 years old, working through personal struggles, and preparing to move into a new apartment after a hospitalization. But instead of a fresh start, Heather became another woman lost to silence—and possibly violence.

She was last seen getting into a blue minivan with fake wood paneling, driven by a man named Robert G. Davis, a convicted s*x offender. A neighbor had suggested Davis could give her a ride. Davis later claimed he dropped her off, but no one ever saw her enter her apartment—and she was never heard from again.

Heather lived with bipolar disorder, had been hospitalized before, and was known to miss doses of her medication. But she left behind everything: her car, wallet, keys, cellphone, personal items—and even her cats. Heather wasn’t running. She was trying to hold her life together.

And then she disappeared.

Years later, Davis—now imprisoned for s*xually assaulting another woman and attempting to strangle her—told his mother something chilling: that two men had murdered Heather and forced him to dispose of her body by rolling it down a cliff north of Spokane, wrapped in sleeping bags. He claimed they threatened to kill his family if he spoke.

His mother went to the police only after learning Davis was also the prime suspect in another case: the brutal 2012 murder of 20-year-old Kala Williams, whose body was cut in half and concealed in garbage bags. DNA linked Davis to her. The manner of death in Williams’s case was initially ruled undetermined—despite the violence—until a second expert documented over 60 wounds and ruled it a homicide.

To this day, no charges have been filed in Heather’s disappearance or Kala’s death.

Heather was a journalist-in-training, a graduate of Spokane Community College, and a student at Eastern Washington University. She was more than her diagnosis, more than her circumstances. She was bright, determined, and still showing up to life—until someone ensured she never would again.

Heather deserves justice. Her story deserves to be told. And someone, somewhere, knows what happened.

The KBI arrested a Central Kansas Community Corrections (CKCC) employee for allegedly forging legal documents and judicial signatures in two Kansas counties.

On September 5, 2023, the CKCC requested the KBI investigate forgery of court documents submitted in Barton County and Rice County. The employee, identified as Katie Hales, 35, of Great Bend, was an Intensive Supervision Officer at CKCC at the time of the offenses. From 2021 to 2023, Hales is alleged to have submitted fraudulent court filings that included the forged signatures of both corrections and court officials. Hales resigned Oct. 6, 2023.

Because the alleged crimes occurred in separate jurisdictions, charges were filed in both counties.

​On March 24, at 2:12 p.m., Hales was taken into custody by a KBI agent at the Rice County Sheriff’s Office. She was processed and later released on an own recognizance bond. Hales is charged with 14 counts of forgery, 14 counts of making false information, and 14 counts of interference with judicial process in Rice County.

​Following her release, KBI agents executed a second arrest warrant today, March 25, at 10:08 a.m., at the Barton County Sheriff’s Office. Hales was processed and later released on an own recognizance bond. Hales is charged with 17 counts of forgery, 17 counts of making false information, and 17 counts of interference with judicial process in Barton County.

​Both cases will be prosecuted by a special prosecutor with the Pawnee County Attorney’s Office.

All defendants are presumed innocent until proven guilty in a court of law.

The investigation is ongoing.
