Solar PV permits down 50% on Hawaii's Big Island in November

By HJ Mai – Web Editor/Energy Reporter, Pacific Business News

December 4, 2018

Hawaii's Big Island has suffered its third consecutive month with a year-over-year decline in the number of solar photovoltaic permits.

Last month, Hawaii County issued a total of 56 permits for solar electric systems, down 50 percent from 102 in November 2017, according to data compiled by Marco Mangelsdorf, president of Big Island-based ProVision Solar.

Despite the recent downturn, over the first 11 months of the year, solar PV permits are up 12 percent to 926 on the island, compared to 830 over the same time period in 2017.

Of the 56 systems that received a permit in November, 38 included energy storage, Mangelsdorf added.

According to the latest data, the top four companies pulling the most permits are Sunrun, ProVision Solar, Renewable Energy Services and Regis Electric, respectively.

"There are around 12,000 grid-connected photovoltaic systems installed or in the pipeline on Hawaii Island out of a total [Hawaii Electric Light Co.] customer base of about 84,000," Mangelsdorf told PBN in an email. "Hawaiian Electric has noted that rapidly evolving technologies in storage, voltage management tools and advanced inverters will help to more than triple the amount of private rooftop solar power in Hawaii.

"It has taken 17 years, sparked by net energy metering going into effect in 2001, to get to 12,000 with the bulk of those coming online in the past five years. Reaching 36,000 on the island will require going where no electric utilities have gone before and demand innovation and risk-taking as we collectively cross the proverbial river by feeling the stones."
