Critics say Bill 7 isn't actually affordable. Civil Beat ran a whole piece on this. Let me address it FAIRLY.

⚖️ The complaint:
Bill 7 caps rent at 100% AMI. In 2026 Honolulu, that's $152K for a family of 4. Critics: "That's middle class, not poor."

✅ The counter:
1️⃣ Hawaii has a missing middle problem — teachers, nurses, firefighters earn $80K–$130K. Squeezed out of $3K+ rentals. Above the low-income cutoff. Bill 7 is the only program that targets them.

2️⃣ Bill 7 doesn't preclude deeper affordability. Many devs voluntarily set rents at 80% AMI for higher tax exemption tiers.

3️⃣ Filtering effect: middle-income tenants in Bill 7 units → free up older market-rate apartments → filter down to lower-income renters. Economists confirm this works.

🎯 Is Bill 7 perfect? No. Is it useful? Yes. Most cities would kill for a tool this fast.

Honolulu's first completed Bill 7 building started as a vacant lot in Makiki. Today it's 26 affordable rental homes — studios and one-bedrooms — built start to finish in just 10 months.
That's the Bill 7 promise: turn empty, underused land into real housing for local families, fast. My partners Paula Lam, Geena Thielen, and I took 1427 Ernest from dirt to leased.
And it's not a one-off. We've delivered the same across Makiki — 1226 Kinau, 1751 Algaroba, and the Makiki Banyan at 1568 Pensacola. That's 166 affordable units completed, with 500 more in the pipeline.
This is what good policy looks like when builders actually use it.
