Are You Stuck on Step 6 in the FMCSA Clearinghouse? Here is some information that can help with the Federal Motor Carrier Safety Administration Guidelines for Completing Step 6.
1. Verification of Test Type
It is essential to verify that your employer has scheduled a Follow-Up test specifically. Under DOT regulations, follow-up tests are distinct from pre-employment or random tests because they are always conducted under direct observation and are part of a targeted plan created by your Substance Abuse Professional (SAP).
Review the Form: Check the Federal Drug Testing Custody and Control Form (CCF) at the collection site. In Step 1, ensure the box for "Follow-Up" is checked rather than "Pre-employment" or "Random".
Legal Protections: If you are sent for a pre-employment test but feel it should be a different type, clear communication with your company is vital to prevent incorrect reporting of a "refusal".
2. Portability of the Testing Plan
If you change employers before completing Step 6, your follow-up testing plan moves with you.
Keep Your Copies: Retaining your copy of every CCF serves as critical proof of compliance if your previous employer fails to transfer records to your new company.
New Employer Duties: Your new employer (Company B) must obtain the testing plan from your former employer or the SAP and verify how many tests you have already completed to avoid making you restart the process.
3. Understanding Step 6
Many drivers and employers get "stuck" on Step 6 because it is primarily an administrative task handled in the FMCSA Clearinghouse.
Reporting: Only the employer or their C/TPA can report the completion of Step 6.
Completion Criteria: Step 6 is officially completed once you have finished the final test in the SAP’s prescribed plan (which lasts 12 to 60 months) and the employer logs that date in the Clearinghouse.
Status Restoration: Successfully completing this step is what finally restores your record to a fully "not prohibited" status without the shadow of an active violation.
