Are You Ready?

Benjamin Franklin famously said, “By failing to prepare, you are preparing to fail.” In life-and-death situations there is no time to “get ready” you must be ready! From wildfires to active shooters, riots and terrorism our world is beset with threats that can affect your family and your personal safety. Being prepared starts with a preparedness mindset that allows you to go from prepared to action.

Over the course of several blogs, we will discuss how to be prepared, in simple snippets. These snippets are designed to allow you to start developing a preparedness mindset and make rudimentary plans for you and your family. This is not an end-all or panacea, but rather a primer. In the space allotted we will talk about threats in general rather than discuss specific threats.

First and foremost, some basic vocabulary. A threat is something that “could happen to cause loss” to you, while “risk” is the value placed on what you have to lose: for example, money or your life. The last vocabulary distinction that we will need to know is that “prevention” and “preparedness” are different! If we could prevent something bad from happening, we would. Preparedness is the preplanned actions that we take so that we can respond in a manner that lets us prevent as much loss as possible. One of the easiest methods to use when preparing is using the P.A.C.E. planning system. This system was originally designed for communication preparation but has since expanded to include all types of personal preparedness.

What Constitutes Abuse?

There are four common types of abuse:

Physical abuse is the intentional use of physical force that can result in physical harm. Examples include hitting, kicking, shaking, burning, or other shows of force against a child.
S*xual abuse involves pressuring or forcing a child to engage in s*xual acts. It includes fondling, pe*******on, and exposing a child to s*xual activities.
Emotional abuse refers to behaviors that harm a child’s self-worth or emotional well-being. Examples include name calling, shaming, rejection, withholding love, and threatening.
Neglect is the failure to meet a child’s basic physical and emotional needs. These needs include housing, food, clothing, education, and access to medical care.
Signs of Possible Physical Abuse

Unexplained bruises in various stages of healing
Self-destructive behaviors
Unexplained burns – especially cigarette burns or glove-like burns
Unexplained fractures, injuries or abrasions
Nervousness, hyperactivity, aggressiveness, disruptive and destructive behaviors
Unusual wariness of physical contact
Inappropriate clothing to cover or conceal marks, burns or bruising

What are the 4 D’s of Crime Prevention?
To deter a criminal or inappropriate activity is to convince that criminal that behaving inappropriately at this property would be more difficult than elsewhere and is not worth the risk of capture.
Deterrence takes many forms. First and foremost is to establish that the property in question is owned and used by someone who cares for and will be attentive to that property. Property that is uncared for shows no territoriality and is often referred to as unclaimed space, meaning that the owners do not care who uses the property or for what reason.
The broken windows theory is a criminological theory that states that visible signs of abandonment, crime, anti-social behavior, and civil disorder create an environment that encourages further crime and disorder, including serious crimes. The theory suggests that policing methods that target minor crimes such as vandalism, public drinking, and fare evasion help to create an atmosphere of order and lawfulness, thereby preventing more serious crimes.

Understanding Brain Development and Impulsive Behavior
In the midst of this time of change the brain is still developing. Current research states that the brain undergoes two main periods of increased production of gray-matter: the first begins during fetal development and lasts until around 18 months of age and the second occurs during early adolescence.
Gray matter is responsible for the generation of nerve impulses (processing of the brain’s information), while white matter is responsible for the transfer of brain information from one lobe to another and out to the spinal cord. This transmission of nerve impulses is assisted by a fatty layer that wraps around the neuron’s axon called a myelin sheath. Gray matter does not have a myelin sheath, while white matter does. This myelin sheath allows impulses to travel faster and more efficiently but isn’t fully formed (through a process called myelination) until around age twenty-five, with the frontal lobe being the last area of the brain to be myelinated. The incomplete myelination and rapid growth of gray matter that are characteristic of adolescent brains do not allow the same cortical connections that occur in adulthood; thus, adolescent thinking is in a realm of its own.
The frontal lobe houses the area of the brain where we process higher cortical functions like reasoning, problem-solving, short-term memory, planning and executing behavior, language, motor function, social mirroring, judgment, and impulse control. Until the frontal lobe has matured, other parts of the brain (temporal lobe, parietal lobe and the amygdala) are used for language development and decision making. Because of the involvement of other parts of the brain in these functions, adolescents tend to lack impulse control, demonstrate more irrational behaviors, and often make decisions based on their feelings rather than logical thought processing. All of these characteristics affect their ability to learn.

According to Psychology Today a bias is a tendency, inclination, or prejudice toward or against something or someone. Some biases are positive and helpful like choosing only to eat healthy foods or staying away from someone who has knowingly caused harm. But biases are often based on stereotypes, rather than actual knowledge of an individual or circumstance. Whether positive or negative, such cognitive shortcuts can result in prejudgments that lead to rash decisions or discriminatory practices.

Biases often characterize as stereotypes about people based on the group to which they belong and or based on immutable physical characteristics they possess, such as their skin color or their s*xuality. This type of bias can have harmful, real-world outcomes. People may or may not be aware that they hold these biases.

The Impact of S*x and Human Trafficking
U. S. Secretary of State Michael R. Pompeo wrote in the introduction of the 2019 Trafficking in Persons Report “Human trafficking is one of the most heinous crimes on Earth. Right now traffickers are robbing a staggering 24.9 million people of their freedom and basic human dignity—that’s roughly three times the population of New York City. We must band together and build momentum to defeat human trafficking. We must hold the perpetrators of this heinous crime accountable. We must achieve justice for survivors as they rebuild their lives. We must reinvigorate our shared commitment to extinguish human trafficking wherever it exists. There is no time to waste.”
The Office of Juvenile Justice and Delinquency Prevention of the U. S. Department of Justice defines Commercial S*xual Exploitation of Children (CSEC) as follows:
Commercial S*xual Exploitation of Children (CSEC) refers to a range of crimes and activities involving the s*xual abuse or exploitation of a child for the financial benefit of any person or in exchange for anything of value (including monetary and non-monetary benefits) given or received by any person. Examples of crimes and acts that constitute CSEC:
• child s*x trafficking/the prostitution of children
• child s*x tourism involving commercial s*xual activity.
• commercial production of child po*******hy
• online transmission of live video of a child engaged in s*xual activity in exchange for anything of value.
CSEC also includes situations where a child, whether or not at the direction of any other person, engages in s*xual activity in exchange for anything of value, which includes non-monetary things such as food, shelter, drugs, or protection from any person.
Note: CSEC is not legally defined by federal statute or case law. However, several federal criminal provisions can be applied to conduct that falls within this definition of CSEC, including 18 U.S.C. §§ 1591, 2251, and 2423(c).

Strategies for working with traumatized/victimized youth.

The first consideration for dealing with children who are victims of abuse, violence or neglect is to assure the child they are in a safe environment. Schools should be a “safe haven” where the child can feel free of fear. School Security Personnel should foster that feeling of safety and protection by being a mentor and role model for youth. Officers should be friendly and approachable to discuss problems the student may be having.

Law enforcement officers will often need to interview the victim of abuse to determine if a criminal action has occurred. School Security Officers should not attempt to conduct investigative interviews, but rather seek assistance from the school administration and/or councilor. School Police Officers may not have jurisdiction in such matters as criminal activity would have most likely taken place off school property.

Interviewing children who are victims of abuse can be difficult. The child will in many cases deny the abuse for several reasons:

They may feel they were responsible for the abuse and have low self-esteem.
Abusive parents often blame the child for doing things to them with the reason they were bad or are bad children.
Many abused children still love their parents and will try to protect them.
