Kelli joins Redstone GCI as a Director in our Compliance Consulting group, where she assists government contractors with contracts and subcontracts, including outsourced contracts and subcontract administration support, federal acquisition requirements, regulatory compliance, organizational conflicts of interest, joint ventures, teaming agreements, novations, and contract and procurement policies and practices.

Kelli brings more than 20 years of legal experience, primarily in government contract law. Her background includes advising federal agencies, government contractors, and corporate executives on complex acquisition, contract, regulatory, and legal matters. She has served in senior legal roles with the Missile Defense Agency, the Federal Bureau of Investigation, Army Contracting Command Headquarters, and private industry, giving her valuable perspective from both the government and contractor sides of federal acquisition.

Kelli earned her Juris Doctor from the University of Alabama School of Law and her Bachelor of Science in Commerce and Business Administration from the University of Alabama. She is also affiliated with the Alabama State Bar Association and North Alabama Federal Bar Association.

The SBA has changed how individually owned firms establish social disadvantage for 8(a) Program eligibility. For government contractors with a pending application or plans to apply, the change means new documentation and eligibility considerations beginning September 10, 2026.

The final rule removes the rebuttable presumption and individual narrative test and introduces an evidence-based standard that requires applicants to establish discrimination or bias and resulting material harm.

Les joins Redstone GCI as a Senior Managing Consultant in our Costpoint Consulting group, where he assists government contractors in extending Costpoint functionality, connecting internal and external systems, and translating business requirements into custom applications, interfaces, and processes that support day-to-day system use.

His technical experience includes Costpoint extensibility, custom application development, ERP integrations, implementation planning, and ongoing system support. He has developed custom screens and processes, supported purchasing and manufacturing functionality, and used the Costpoint Web Interface Console to manage data imports, exports, and external system communications. This experience allows him to address complex systems and process requirements by connecting technical configuration with how government contractors use Costpoint in daily operations.

Les expands Redstone GCI’s ability to assist government contractors with Costpoint development, integrations, and system functionality that supports day-to-day operations and business requirements.
