For those who don't have a lot of experience with air permitting, the phrase "potential to emit" may be confusing. Permitting agencies establish your permit level based on your potential to emit.

To calculate the potential to emit, one should assume continuous operation, 24/7/365, with no control equipment most of the time. That means that potential to emit can be significantly different than the actual emissions.

It's important to establish potential to emit accurately, either based on EPA emissions factors or stack testing.
