Design details matter — especially during entitlement.

This is the level of detail we go to when preparing a Specific Plan during the entitlement process. A planning area blob on a land use map only has value if there is real vision behind it — vision for what will be built, how neighborhoods will feel, how streets will flow, and how everything fits together as a community.

The harder work is answering what happens inside that boundary — the lot layouts, the street networks, the relationship between homes and open space — the details that turn a "planning area" into a place where people actually want to live.

This is a glimpse into the initial planning of the Menifee Valley Specific Plan in Menifee, CA — and this is how T&B Planning approaches entitlement.

Another milestone in Riverside County.

Proud to share the approval of the Renaissance Ranch Commerce Center in Temescal Valley, transforming a long-entitled but unbuilt residential plan into a modern employment-focused project.

Originally approved in 2005 for residential use, this 157-acre site is now repositioned as the Renaissance Ranch Commerce Center, delivering:

• Up to 1.8 million square feet of Light Industrial + Business Park uses
• Strategic land use reallocation aligned with current market demand
• Conservation of 58+ acres of habitat that will become part of the MSHCP Reserve
• Infrastructure and community benefits exceeding baseline requirements

Ultimately, this approval reflects a broader reality that entitlements aren’t always static. Adapting legacy plans to meet today’s economic, regulatory, and market conditions is common at T&B Planning, and is where real value can be created.

Our team was on deck May 3rd for a Tower Buzzers home game at ONT Field, and for T&B Planning, this place holds a special history.

Decades ago, The Galloway Group (now part of T&B Planning) prepared the original Armstrong Ranch Specific Plan - a residential master plan honoring the Armstrong family, who built their nursery legacy in Ontario. The City later selected this very property as the future home of the Ontario Sports Empire.
