The U.S. has the highest maternal mortality rate in the developed world, but California is leading the charge to reverse that trend. Since 2006, the state has cut its rate by more than half.

School counselors' caseloads are far too large.

HB 1606 creates incentivizes school districts that lower caseloads and make sure their school counselors spend their time counseling.

A statewide professional association is calling into question a claim that New Haven schools will have enough school counselors after the latest wave of layoffs.

In 2018, members of The Penman Group, D Scott Penman & Kaycee Nail led an effort to pass House Bill 2280 on behalf of the March of Dimes Missouri Chapter.

As a result of these successful efforts, nearly 1,500 mothers on Medicaid will receive extended access to substance use disorder treatment and mental health services for one-year postpartum - when previously they would have lost services after 60 days.

We are proud that this legislation garnered bipartisan sponsorship with a strong team of legislators - Rep. Marsha Haefner, Rep. Martha Stevens, State Representative Cora Faith Walker, and Rep. Jay Barnes - and passed both the House and the Senate by nearly unanimous votes.

Each year, The Penman Group has the privilege of advocating for more Missouri state funding to expand FosterAdopt Connect's Extreme Recruitment (ER) Program.

This program is a race to find permanency for the hardest-to-place children in our foster care system.

In 96% of cases, ER is successful in reconnecting youth with relatives who could not be located by the state - and taking them out of the foster care system, and into supportive and loving homes.

We are so incredibly proud to have led the lobbyist effort to reform the Missouri 911 system and secure improved funding mechanisms. This morning Governor Mike Parson signed HB 1456 into law.
