Yesterday a federal appeals court limited agencies’ ability to attach ideological conditions to grants. On August 25, the Ninth Circuit largely upheld an injunction blocking HUD and DOT from conditioning transportation and homelessness grants on local governments adopting administration positions on immigration, transgender policy, and related issues. The court concluded that the agencies exceeded their statutory authority.

Grant readiness begins before the grant announcement.
A strong application depends on decisions and preparation that should not have to happen under deadline pressure: a clear program concept, good data, strong partners, a realistic budget, measurable outcomes, and leadership alignment.
The shorter the application window, the more valuable that advance work becomes.
You may not know exactly when the next opportunity will appear. But you can make sure your organization is ready to move when it does.
