Phyllis Saathoff is Executive Director and Chief Executive Officer of Port Freeport, where she leads one of the nation's fastest-growing seaports and oversees initiatives that strengthen international trade and economic development. With more than 34 years of experience in the maritime industry, she has earned a reputation for thoughtful leadership, sound financial stewardship, and delivering major infrastructure projects that strengthen Texas’ economy. Under her leadership, Port Freeport completed the Freeport Harbor Channel Improvement Project, making it the deepest port in the Gulf of America and strengthening its ability to serve larger vessels and growing international trade.

A Certified Public Accountant (CPA) and Certified Professional Port Manager®, Saathoff is a respected leader in the maritime industry, serving in national and state leadership roles that help shape maritime policy, transportation infrastructure and port development. Her leadership continues to strengthen Texas’ maritime industry while creating economic opportunities for communities across the state.
