Penny Knight, Vice President/Co-Owner of Spatial Data Research,

Inc., joined SDR in 2020 (working with her husband Matt). Penny first started with SDR, handling HR/Payroll while still working a full time job outside of the industry. She would help Matt at the MPSCC conferences where she found her time with the public safety individuals, including other commercial partners, truly rewarding. With the passing of Matt in November 2021, a void was left at SDR. When the void needed filled, Penny saw the opportunity to start a new career and so she joined SDR full time as the Vice President of Marketing and Administration in January 2022. She now serves on the Missouri APCO board as Commercial Advisor and on the Missouri Public Safety Communications Conference as the Commercial Liaison. At the core of SDR’s philosophy is the belief that we aren’t successful unless the clients we serve are successful. To that end, Susan, as president of SDR, along with Penny Knight and our senior technical team, strive to always make SDR and its resources accessible to our clients. We stay current with industry developments and the products offered by our competitors and partners so that we can help our clients use their data as effectively as possible and help point them in the right direction when problems occur that affect mapping. Susan and Penny focus on education for the developing technologies in 911 and NG911 which helps users with their GIS/Map data for public safety response.

SDR is pleased to announce Caleb Massey as the recipient of the Allen Stegall Excellence in IT Memorial Scholarship. Caleb currently serves as an Emergency Telecommunicator with Jefferson County Missouri 911 Dispatch, a role he has held for the past three years. In addition, he has dedicated eight years as a part-time Firefighter with the Desoto Rural Fire Protection District and also serves as a part-time EMT with the St. Francois County Ambulance District.

As this year's scholarship recipient, Caleb will participate in the Missouri Public Safety Communications Conference (MPSCC) this spring through the support of this scholarship. He shared that he is looking forward to attending his first conference since becoming a Telecommunicator.

Congratulations Caleb! We wish you continued growth and success in the 911 and public safety communities you proudly serve.

St. Francois Joint Communications—and the surrounding region—experienced a tremendous loss in August 2025 with the passing of Allen Stegall. Allen devoted more than three decades to public service, serving in numerous roles and positively impacting countless lives.

The Allen Stegall Excellence in IT Memorial Scholarship
For Excellence in 911 Public Safety Communications
Scholarship Overview
The Allen Stegall Excellence in IT Memorial Scholarship was established to honor the life and legacy of Allen Stegal, whose dedication to the 911 public safety industry made a lasting impact on the profession and the communities served.
Allen dedicated his life to public service and community. He began his career in law enforcement with the Bonne Terre Police Department in November of 1987, serving until 1993. That same year, he joined the St. Francois County Joint Communications 911 Center, where he continued to serve with integrity and commitment for over three decades. Providing countless hours of continued education in the 911 communication and IT field.
Beyond his work in law enforcement and dispatch, Allen was a pillar in the fire service community. He proudly served the Big River Fire Protection District for an astounding 47 years, rising to the rank of Assistant Fire Chief. His leadership, wisdom, and bravery left a lasting mark on generations of firefighters and the countless lives he touched during emergencies.

This scholarship seeks to support individuals pursuing education, training, or professional development in the 911 and public safety communications field.
The scholarship award is for Missouri Public Safety Communications Conference (MPSCC) to attend the spring conference and will provide conference registration, hotel and travel allowance at the approved rate.

Eligibility Criteria
Applicants must meet the following criteria:
• Currently working in the 911/public safety communications industry.
• Demonstrated commitment to professional growth and service in public safety.
• Must be able to attend the conference March 15-18, 2026, with approval from their supervisor for the time off work.

Application Requirements
Applicants must submit the following materials:
1. A completed Scholarship Application Form (see below).
2. A summary of work/volunteer experience in public safety communications.
3. A letter of recommendation from a supervisor or professional colleague.
4. Provide a brief description of your role within the 911 community and explain how attending the conference would contribute to your professional growth.

• Applications must be submitted by January 31, 2026.
• Completed applications should be sent via email to [email protected]
• Late or incomplete applications will not be considered.

Selection Process
Applications will be reviewed by a selection committee appointed by SDR, Inc. The recipient will be selected based on demonstrated dedication to the 911 profession, career goals, and the ability to reflect the values and legacy of Allen Stegall.
The recipient will be notified by February 16, 2026.

On behalf of all of us at SDR, Inc., we extend our deepest condolences to St. Francois County 911 and Allen's family. We are truly sorry for your loss and are keeping you in our thoughts during this difficult time.

It is with deep sadness that we announce the passing of Allen Stegall.
Allen was one of the original employees when the 911 Center opened its doors in 1993. Serving with dedication and unmatched expertise, he became the Center’s IT Director, ensuring the technology that keeps our community safe ran smoothly for decades.

Allen’s commitment, knowledge, and friendship touched everyone he worked with. His legacy will live on through the systems he built and the lives he impacted.

Our thoughts and prayers are with his family, friends, and all who had the privilege of knowing him during this difficult time.
