Navigating DOGE’s Housing Cuts – Strategies for Housing Authorities and Affordable Housing Providers
Housing authorities and affordable housing providers are facing a new reality. The recent termination of The Green and Resilient Retrofit Program, a $1 Billion program passed by Congress in 2022, threatens to destabilize already strained affordable housing systems. How PHA's and other Affordable Housing Providers Should Respond:
🔹 Funding Diversification: Agencies need to identify and secure alternative funding through public-private partnerships (PPPs) and other innovative financing models.
🔹 Strategic Planning & Governance: Executive leadership and boards must create actionable plans for sustaining and repositioning affordable housing portfolios.
🔹 Operational Efficiency & Cost Optimization: From RAD conversions to revenue-generating initiatives, providers must develop strategies to improve financial sustainability despite federal cutbacks.
🔹 Advocacy & Policy Navigation: Housing agencies must equip themselves with the tools to engage policymakers and community stakeholders to push back against harmful funding reductions.
🔹 Resident-Centered Solutions: Implement self-sufficiency programs, workforce development partnerships, and eviction prevention strategies to ensure resident stability.
