Why Board Readiness Is Important to Executive Directors

Housing authority transformation cannot succeed as a management initiative alone.

Executive directors may be responsible for leading the work, but major changes to the portfolio, business model, financing structure, or organization require a board that understands why change is necessary and is prepared to govern it.

A board-ready organization gives the executive director several critical advantages:

• Clear strategic direction
• Timely authorization of major decisions
• Defined boundaries for risk and decision-making
• Support for difficult but necessary changes
• Appropriate resources and organizational capacity
• Consistent oversight without operational micromanagement

Without that readiness, even a strong strategy can stall. Commissioners may hesitate when significant commitments are required, focus on transaction details without understanding the larger objective, or protect the current operating model without recognizing the risks of maintaining it.

Board readiness does not mean commissioners must become developers, financial advisers, or project managers. It means they understand the authority’s long-term direction, the outcomes being pursued, the principal risks involved, and the decisions only the board can make.

This allows the board to govern while management executes.

For executive directors, preparing the board is not an additional step in the transformation process. It is part of building the organizational capacity required to lead transformation successfully.

Next week, The Beatty Group will join housing commissioners and executive leaders at the CCHRCO Annual Conference for “Leading Transformation: Beyond Public Housing.”

This training will move beyond traditional governance and compliance to examine how boards can establish strategic direction, strengthen organizational readiness, oversee ex*****on, and ensure that redevelopment decisions produce lasting value for residents and communities.

CCHRCO will be the first of two important conference conversations we are leading this season. We will continue the discussion with executive directors at the GAHRA Annual Conference in September.

Thank you to Pearls of Service, Inc. (Foundation) for inviting The Beatty Group to work with its board and the leadership and members of the Eta Alpha Omega Chapter of Alpha Kappa Alpha Sorority, Inc.

Our training focused on board governance and charitable nonprofit fundamentals, including fiduciary responsibilities, financial stewardship, donor accountability, regulatory compliance, and the important distinction between chapter and foundation activities.

The participants were extremely engaged throughout the session. I was inspired by their commitment to making a meaningful impact in their community, their deep commitment to one another, and their collective pursuit of high performance and excellence. It was an honor to work with such a dedicated group of leaders.

RAD is a redevelopment tool. It is not, by itself, a strategy for the future of a housing authority.

For leaders considering RAD, the most important question is not, “How do we complete a conversion?”

The more important question is:

What must our portfolio become to fulfill our mission and remain sustainable over the long term?

RAD can provide access to capital, preserve affordable housing, address deferred needs, and create a more sustainable operating platform. But the authority must first define its long-term destination.

That requires leadership to consider:

• Which properties should be preserved, repositioned, redeveloped, or replaced?

• What housing needs should the authority be prepared to address over the next decade?

• What financial and operating model will sustain the portfolio after conversion?

• How will redevelopment improve housing quality and resident outcomes?

• What organizational capabilities will be needed to execute and sustain the strategy?

These are not simply real estate and financing questions. RAD can affect governance, staffing, financial management, resident engagement, procurement, partnerships, property operations, risk management, and long-term asset oversight.

Executive directors must prepare more than the transaction. They must prepare the organization.

The board and executive leadership must also operate from the same strategic direction. The board governs the destination, evaluates major risks, protects the mission and resident interests, and holds the organization accountable for long-term results. Executive leadership organizes the people, systems, resources, and partnerships required to execute.

Closing is an important milestone, but it is not the final measure of success.

The real test is whether redevelopment produces a stronger portfolio, a more sustainable organization, and better outcomes for residents and communities.

The Beatty Group will bring this broader transformation perspective to the CCHRCO Annual Conference on August 24 and 25 and the GAHRA Annual Conference on September 21.

For authorities evaluating redevelopment opportunities, the conversation should begin with the future you are trying to build.

RAD is a redevelopment tool. Transformation is the strategy.

The Beatty Group has been selected to lead RAD training at two upcoming housing industry conferences:

• CCHRCO Annual Conference, August 24–25, with a session designed to prepare commissioners to govern redevelopment decisions

• GAHRA Annual Conference, September 21, with a session focused primarily on the executive leadership required to evaluate and implement RAD successfully

These sessions will place RAD within a larger and more important conversation about the future of public housing.
Housing authorities are navigating aging portfolios, constrained funding, increasing organizational complexity, and growing expectations for resident and community outcomes. Addressing these conditions requires more than completing a redevelopment transaction. It requires the intentional transformation of the authority’s portfolio strategy, governance, organizational capacity, financial structure, and approach to resident impact.

Successful transformation begins with a clear long-term direction.

Boards must govern that direction, protect the mission and resident interests, evaluate risk, and hold the organization accountable for results. Executive leaders must translate that direction into action by aligning staff capacity, financial planning, resident engagement, development resources, partnerships, and post-conversion operations.
