Michigan: A recently released video from the Monroe County Sheriff’s Office shows two hooded individuals driving a Jeep straight through the entrance of a cannabis store in Michigan. Once inside, they began dousing the interior with gasoline.

This was not a theft attempt. It was targeted destruction.

Fortunately, the store’s sprinkler system activated and extinguished the fire, allowing the business to reopen. Still, it raises important questions about the extent of damage, especially smoke exposure to cannabis products.

Watching the footage, one question stands out: why were there no physical barriers like bollards or reinforced planters to prevent vehicle access in the first place?

Rhode Island: There are no “do-overs” in cannabis?

A new Rhode Island House Bill, 2026—H 8544, has been introduced by Representative Scott Slater. Rhode Island Bill H 8544 (2026) is a newly introduced amendment to the Rhode Island Cannabis Act. The bill was introduced on May 13, 2026, and has been referred to the House Corporations Committee.

What H 8544 appears to do (plain English):

• Modernize parts of Rhode Island’s cannabis licensing structure

• Address issues created by the recent federal court challenge to Rhode Island’s residency requirements

• Potentially reset portions of the licensing process moving forward

Bottom line for applicants:

1️⃣ The previous 2025 application round is likely dead

2️⃣ A new application round is likely coming and soon

3️⃣ 2025 Applicants should expect to formally reapply. However, most 2025 applicants will not be starting from scratch.

Florida:
Florida’s recent MMTC Recommended Order is a powerful reminder that winning a cannabis license is no longer about simply submitting a “good application.” It is about building a defensible, regulator-ready operational plan that can survive intense comparative scrutiny.

In April 2023, the Florida Department of Health received 74 applications for just 22 available MMTC licenses. What followed was a lengthy and highly scrutinized review process that ultimately reinforced one major reality in cannabis licensing: DETAILS MATTER. We were fortunate to have worked on many of the winners.

A few major takeaways from this 133-page decision:

• Operational specificity and ex*****on readiness carried significant weight.

• Financial strength, cultivation planning, infrastructure, and real-world cannabis experience clearly mattered.

• Evaluator discretion played a major role, leading to challenges over scoring consistency.

• Similar applications did not guarantee similar scores when compliance timelines, operational details, and supporting documentation differed.

TEXAS: The Texas Department of Public Safety (DPS) announced a correction to the tabulation methodology for awarding conditional licenses under the cannabis Texas Compassionate Use Program (TCUP) expansion process ie: they had a basic math mistake :)

This correction affects some businesses that were previously awarded conditional TCUP licenses or spots on the TCUP license eligibility list during Phase I and Phase II of the expansion selection process.

Using the corrected tabulation methodology, the following organizations will be conditionally awarded TCUP licenses, subject to additional due diligence, including review of disciplinary history, financial suitability, litigation history, and any other information required by the department.
