Confused by Lebanon Utilities' announcement today? Here's the plain-English version.

LU released a statement saying the wastewater discharge location shown in their engineering plans — inside Eagle Creek Park — is no longer being considered.

What that means: the pipe. the aeration system, and the discharge structure will NOT be built inside Eagle Creek Park. Community voices were heard.

That doesn’t mean the project is cancelled. LU is still planning to discharge treated wastewater somewhere in the Upper White River Watershed. They just haven't decided (or haven’t told the public) where yet.

We've asked LU directly:
📍 Where are the alternative locations being considered?
📄 Will there be a new public engineering report?
🔔 Has IDEM been notified of the change?

We'll share answers when we get them. Watch this space.

📋 New: LEAP Field Notes – Issue 1

For Lebanon neighbors, Boone County residents, and anyone downstream who
wants to follow the LEAP development story with actual documents—not
rumors.

What's in Issue 1:
→ Where the wastewater goes (simple chain, then the technical version)
→ Air vs. water vs. industrial wastewater permits—why they're not the same thing
→ A table tracking permits for Lebanon WWTP, Eli Lilly, and Project
Domino (Meta/Orla/Life Cycle Power)
→ What we know (and what I'm still learning) about the money and the city
→ A glossary so you don't have to Google NPDES, MGD, or antidegradation

This is technical observation, not advocacy. If I get something wrong,
I'll correct it and note the date.

This newsletter grew out of work on Eagle Creek with Protect Pike Township, but it lives
at Ecoethic—my practice for field notes like these.

If you have questions—especially ones that start with "I heard that..."—send them. Future issues will answer, and use tangible sources.
