A detail in LA's Alcohol Sales Program that catches Downtown operators: in the Restaurant and Bar Nightlife Area, the interior illumination standard is marked Not Applicable while the surveillance system requirement stays Applicable. A DTLA bar is permitted to be dark by design and still has to produce footage that makes faces and clothing discernible.

That is a camera-spec problem, not a lighting one. Ask every bidder for the datasheet minimum illumination in colour mode rather than the infrared figure, because once a camera drops to black and white you lose clothing colour, which is the first thing a responding officer asks for.

Straight answer for gas station and c-store owners: no California statute requires your site to have security cameras. Where the obligation is real it comes from your conditional use permit, your fuel brand standard or your insurer, so read your own grant before anyone sells you a package.

What the state does regulate is the security seal on the dispenser card reader. That is why the camera worth paying for at the pump is one close enough to show the cabinet door and the reader bezel, not a wide shot of the forecourt.

The DORI distances printed on camera datasheets are quietly out of date. IEC 62676-4 Edition 2.0, published in October 2025, roughly doubles the pixel density needed to confirm who someone is: what the 2014 standard called Identification at 250 px/m is now only Characterize, and real confirmation sits at 500 px/m. So the face-identification range on the spec sheet in your quote is about half what it claims.
