USPAP Compliance
All appraisals completed by KATS M & E, LLC comply with the Uniform Standards of Professional Appraisal Practice (most recent edition effective January 1, 2016). Authorized by the US Congress, USPAP is issued by the Appraisal Foundation to provide standards for developing and communicating appraisals within the United States.

Quick note to say Merry Christmas and keep you up-to-date with KATS M & E

30% Growth is pretty strong, right? I think we all agree this rate, if sustained, represents significant market strength. KATS M & E has sustained this growth for two consecutive years, within a wide spread of industrial / commercial markets. Our clientele continue to be a healthy mix of commercial bankers, accountants and attorneys -- It is because of your faith in us to deliver a quality service we owe this success.

Brief note to catch you up on a couple key events for us in 2017:

Joel Gonia, received the professional appraisal accreditation for Appraisal Review & Management (ARM), representing his 2nd accreditation. He has been a senior member of the American Society of Appraisers since 1989 and is currently serving on two international committees, and provides seminars and speaking engagements for the ASA. We have been providing appraisal review services for several years, so this additional training is well timed. He also married this summer and now has kids in the house once again. He and his wonderful wife, Ruth, started a family farm and raise bees together. With all the activity, we don't see much of Joel at the office!!

Brandon Keel joined our firm and is based out of Nashville, TN. Brandon has an extensive manufacturing background and has begun education and training to become an accredited appraiser with the American Society of Appraisers. He is also marketing in Nashville, Knoxville and Atlanta areas.

Michael Gonia and is wife have become empty nesters, got the bug and are buying an RV. No worries, with a satellite antenna and cell coverage, he won't miss a single call!

New USPAP becomes effective January 1 so we have all been taking update classes and preparing for the changes. A few of the changes are significant and have required us to modify our Scope of Work and corresponding appraisal report format.

Our niche remains middle-market jobs with asset costs of $5 - $50 million. We completed over 100 projects in 2017 with aggregate value in excess of $2 billion.

We appreciate the relationships we have with our base, many beyond 20 years. We appreciate your direct business and indirect referrals. THANK YOU for a great year!

USPAP Compliance -- Revising narrative reports to comply with further USPAP changes is a process I repeat 2 - 3 times a year. USPAP is officially modified, updated and published every 2 years, most recent January 1, 2016. But subsequent Advisory Opinions and other commentary require review of internal reporting for continued compliance. To remain efficient, we have templates for each different intended use, i e Financial Reporting or Commercial Lending, etc.. then modify the report to represent specific project parameters.

USPAP is now requiring us to further address the extent of research, disclose our application of value analyses, and discuss how we derived our conclusion of value for significant assets. Our 20 page report of 3 years ago is now almost 40, with little boiler plate. The intent is for the intended user to understand how the appraiser reached his conclusions, and not mislead

Although continued refinement is usually a good thing, from the Appraisal Review perspective very few reports recently reviewed are in compliance. And of course no one is happy when the original appraisal gets kicked back. Don't shoot the messenger !!

Compliance with USPAP is required when either the service or the appraiser is obligated to comply by law or regulation, or by agreement with the client or intended users. The appraiser’s responsibility is to protect the overall public trust and it is the importance of the role of the appraiser that places ethical obligations on those who serve in this capacity. An individual should comply any time that individual represents himself that he or she is performing the service of an appraiser. Thus an ethical obligation to comply with USPAP is created by choice, that is, by choosing to represent one’s self as an appraiser.

Therefore:
• When required by law, regulation, or agreement an individual must comply with USPAP
• When choosing to represent one’s self as an appraiser an individual should comply with USPAP

Because of my professional accreditation with the American Society of Appraisers, compliance has been mandatory since 1989 when USPAP was first published. USPAP continues to change, yet is the leading authority for valuation professionals within the United States.
