Jason is the leading expert on the Small Business Administration's 504 program in West Texas. Since opening the West Texas office for Capital CDC in 2010 Jason has secured approvals for over $200 million in 504 financings for more than 220 small business ventures worth over $588 million throughout Texas and New Mexico. He has managed Capital CDC’s establishment as the top-ranked CDC in West Texas by approvals and/or volume every year but one since 2010. Jason also manages the New Mexico market for Capital CDC.

Jason is an experienced small business lender and commercial real estate finance professional with several hundred million dollars of transactional experience over more than 30 years, proven in the placement of commercial real estate loans on behalf of small businesses and investors. He's proficient in analyzing all major small business and property types and familiar with various commercial real estate debt and equity financing structures, especially the Small Business Administration's 504 and Community Advantage loan programs.

Meet the Panelist:
Executive Director of SPAG, Kelly Criswell

Kelly Criswell is the Executive Director for the South Plains Association of Governments (SPAG) and Caprock Business Finance Corporation.

Kelly joined SPAG in 2002 as a 16-year-old intern. After graduating from Texas Tech University, she joined the staff full time in the Regional Services Department. Kelly is a Certified Public Manager through Texas State University and a graduate of the LBJ School of Public Affairs Public Executive Institute. A South Plains native, Kelly currently lives in Lubbock with her 13-year-old daughter Sarah.

As the Executive Director, Kelly oversees State Planning Region #2, which was established in 1967 and serves the 15 County region around Lubbock. SPAG has four distinct core service areas: Health & Human Services (serving the regional population age 60 and over, Veteran’s, and providing information and referral services), Public Safety (including operating the Regional 911 Emergency Communications network, the SPAG Law Enforcement Academy and a variety of emergency management and criminal justice programs through the Governor’s office, General Land Office, and TDEM), Regional Planning (State transportation, water, flood and solid waste planning and implementation programs) and Community & Economic Development (grant writing and administration services as well as program).

In addition, SPAG and Caprock BFC serve the entire State of Texas, operating the SBA 504 loan program operated, SPAG LoanStar Fund, and the SPAG CORE specialty loan programs which cumulatively have a small business portfolio of over $60 million. In addition to her service at SPAG, Kelly also serves on a variety of local, state and national advisory groups and boards including the Lubbock Water Advisory Commission, Federal Home Loan Bank of Dallas Affordable Housing Advisory Committee and the National Association of Development Organizations Board of Directors.
