In 2021, Dr. Krouse, then 42 year Deputy Chief Medical Examiner for Tarrant County, was publicly accused and fired by Dr. Nizam Peerwani, Tarrant County Chief Medical Examiner for allegedly making numerous errors in the homicide autopsies he had conducted in 2020. Peerwani didn't tell him he was being reviewed and he did not know until the first article hit the newspapers.
In 2022, the Dallas County DA's office followed up by commissioning an independent Tribunal of Medical Examiners to investigate the reports by Dr. Peerwani. The Tribunal arranged by Dallas, investigated not 50, but 121 of Dr. Krouse's cases, going back as far as 3 years.
The Tribunal found Dr. Krouse to have made zero mistakes in the "cause and manner of death" of homicide victims in all 121 cases. Krouse was fired for alleged minor errors that almost would seldom -if-ever affect the outcome of a trial. Dr. Krouse work has now been proven to be exceptional. According to independent published research, the average error rate for an ME on " cause and manner of death" is 23%. The firing of Krouse was unprecedented and unwarranted. Krouse deserves a County building dedicated to him for his extraordinary work, and proud service to the people of Tarrant County over 42 years. Dr. Peerwani's exaggerated reports have caused concern and credibility issues for the Tarrant County ME's office as well, since the media first reported in 2021.
The Tarrant County Commissioners office did not make it right in 2022, causing Dr. Krouse the unnecessary continuation of egregious injury to his reputation, loss of the ability to earn income, and health problems. In addition, Dr. Peerwani's deleterious actions and those of Tarrant County caused distress to families of the victims of homicides, defense attorneys, and those convicted, because the credibility of their legal outcomes never should have been made questionable by Dr. Peerwani.
The DA's office would not provide Krouse and his legal representatives, copies of the autopsy reports that were used as cause for his firing, making it impossible, for Krouse to defend himself against the accusations at the time they occurred. The Tarrant County Commissioner's Office, who was sent the report by the Dallas DA in June of 2022, failed to make the Tribunal's report public or inform Krouse of the findings. Krouse should have been cleared, reinstated and compensated for his loss of income because of the unsubstantial and then sensationalized reports that ruined his solid reputation after 42 years.
Accidentally, in 2024, Krouse's legal counsel received the Tribunal's report through a public information request for ME office revenue. That was the first time Dr. Krouse saw the Tribunal's report.
NBC news noticed March 15, 2021, that the reports on Krouse by Peerwani were published about the same time that Chief Peerwani was found to have given false testimony under oath, in the Capital murder trial of Tylon Carter, by Judge Molly Westfall. Benson Verghese, then President of the Tarrant County Criminal Legal Defense Association of Tarrant County ( TCCDLA) demanded the County take action against Dr. Peerwani for the false testimony ruling and the Commissioners Office forced Peerwani to retire in Sept 2021. Tarrant County then hired Peerwani back as a consultant for several months, compensating him $60,000.00 a month.
A federal investigation is in progress.
