ATTN: PA COUNTY, CITY, AND SCHOOL DISTRICT BUSINESS OFFICIALS
PSBA just released its 2023 State of Education report which shows state and federal funding for special education has failed to keep up with the pace of growth in expenses. For most PA school districts, the difference is made up entirely by local funding. Obviously a new source of revenue would help offset these costs, mandated by the state yet underfunded by the same. MRS Tax Lien Management has been providing PA taxing districts since 2004 with instant revenue by selling their unpaid real estate taxes, generating real dollars they can use today instead of waiting up to 4 years to access them. This is a great alternative to raising taxes, cutting programs and services to help pay for skyrocketing PA special education costs. Check out our website at www.municipalrevenues.com where you’ll learn more about tax lien management, find our statewide client reference list, testimonial video, and more. And remember. MRS is not a tax collector and our program doesn’t interfere with that process.

ATTN: PA COUNTY, CITY, AND SCHOOL DISTRICT BUSINESS OFFICIALS
The PA public funding system was found to be unconstitutional, but as in other states where school districts have proven this, there’s no sign of a fast change for those that sued to get billions of dollars more for their budgets. Instead of just waiting years to see if legislative change comes, underfunded PA districts can use this time to gain access to a financial asset they’ve been sitting on all along: delinquent real estate taxes. Since 2004 the MRS Tax Lien Management Program has provided over $700 million to PA taxing districts by converting unpaid property taxes into instant revenue. No more delaying up to 4 years to access those dollars that are out there waiting to be used. This new revenue stream can be deposited into to your fund balance or anywhere your district needs it most. Check out our website at www.municipalrevenues.com where you’ll learn more about tax lien management, find our statewide client reference list, testimonial video, and more. And remember. ATTN: PA COUNTY, CITY, AND SCHOOL DISTRICT BUSINESS OFFICIALS
A shortage of teachers, substitute instructors, non-teaching school staffers and bus drivers continues well into 2023. Offering sign-on bonuses, increased salary and benefits without a direct plan for sustainability, and the coming funding cliff, make the need for new revenue streams more important than ever. Do you cut more extra-curricular activities and raise local taxes again? Why not take advantage of an underperforming asset instead: those unpaid real estate tax receivables. Since 2004 MRS Tax Lien Management has generated over $700 million to taxing districts across PA, creating new cash streams from the sale of unpaid property taxes, instead of waiting up to 4 years to access these funds. Get up to 90 cents on the dollar now and collect up to the face value as your district retains late penalty fees and interest on the unpaid taxes when you stay with the program. Check out our website at www.municipalrevenues.com where you’ll learn more about tax lien management, find our statewide client reference list, testimonial video, and more. ATTN: PA COUNTY, CITY, AND SCHOOL DISTRICT BUSINESS OFFICIALS
NWEA researchers predict ARP ESSER funding will run out before students’ academic needs are met. Even with evidence of continued rebounding, they estimate a full recovery is years away. Math and reading recovery for 3rd- and 8th-grade students is expected to take five or more years. Clearly, a new revenue source will be needed to help school districts meet budget gaps. Don’t worry. Your PA taxing district is sitting on an underperforming asset, those delinquent real estate tax receivables. Wouldn’t it be great to access that revenue now instead of waiting up to four years? By the time September 2024 rolls around, you can already have generated new cash streams. Since 2004 the MRS Tax Lien Management Program has provided over $700 million to PA taxing districts by converting unpaid property taxes into instant revenue. ATTN: PA COUNTY, CITY, AND SCHOOL DISTRICT BUSINESS OFFICIALS
PA school districts made final arguments 5 months ago in a lawsuit originally filed in 2014 that argues the state’s funding of K-12 education is inadequate and violates the state’s constitution. Underfunded districts are waiting as the unresolved lawsuit sits on a judge’s desk. Instead of waiting for a resolution, underfunded PA districts can use this time to gain access to a financial asset they’ve been sitting on all along: delinquent real estate taxes. Since 2004 MRS Tax Lien Management has provided over $700 million to PA taxing districts by converting unpaid property taxes into instant revenue. ATTN: PA COUNTY, CITY, AND SCHOOL DISTRICT BUSINESS OFFICIALS
The growth in mandatory expenses, particularly pension costs and charter school tuition payments over the last decade, has far surpassed the increases in state or federal funding for those expenses, leaving a gap of nearly $3 billion. Mandated costs have grown by $6.5 billion over the last 10 years while state support has grown by only $2.8 billion. PA School districts find themselves working through the lasting effects of the pandemic while battling increases in mandated costs, some of which cannot be addressed with ARP ESSER funds. But there is hope. MRS Tax Lien Management provides PA taxing districts with instant revenue by buying their unpaid real estate taxes, thus providing real dollars they can use today instead of waiting up to 4 years to access that revenue. ATTN: PA COUNTY, CITY, AND SCHOOL DISTRICT BUSINESS OFFICIALS
A 2022 Consortium for School Network (CoSN) survey revealed that 60% of districts used stimulus money to purchase laptops and tablets, which have a lifecycle of three years when used in public education. However, those funds are nonrenewable, and schools face a funding cliff within the next year. To ensure a district always has the money necessary to replace outdated technology, districts must now struggle to maintain a technology reserve fund. For PA taxing districts, there is an untapped revenue source that can help; unpaid real estate taxes. Instead of waiting four years, wouldn’t it be great if you could access those funds today. For 19 years now MRS Tax Lien Management has converted delinquent tax receivables generating over $700 million of instant revenue to taxing districts across PA. ATTN: PA COUNTY, CITY, AND SCHOOL DISTRICT BUSINESS OFFICIALS
PA districts are approaching the mid-ground of the ARP ESSER lifecycle as school business managers are being reminded to assess spending practices regarding remaining funds and develop strategies for sustained programing after ESSER funds run out. For Pennsylvania, there is a program out there that can help. Your taxing districts are sitting on an underperforming asset, those delinquent real estate tax receivables. Wouldn’t it be great to access that revenue now instead of waiting up to four years? By the time September 2024 rolls around, you can already have generated new cash streams. Since 2004 the MRS Tax Lien Management Program has been doing just that, providing over $700 million to PA taxing districts by converting unpaid property taxes into instant revenue. Check out our website at www.municipalrevenues.com where you’ll learn more about tax lien management, find our statewide client reference list, testimonial video, and more. On November 3, 2022, Governor Tom Wolf approved Senate Bill 696, which is An Act Amending P.L. 474, Pennsylvania’s Breach of Personal Information Notification Act and becomes effective May 2, 2023.
The Act further requires public schools and municipalities to utilize encryption and implement security-related policies. This all occurs in an environment where education budgets are already flat or declining.
Here’s an idea to help pay for it. PA taxing districts are sitting on $3 billion dollars in delinquent real-estate tax receivables, an asset they cannot spend for several years. Wouldn’t it be great if you could use that revenue today instead of waiting up to 4 years to access it? Since 2004 MRS has been doing just that, generating over $700 Million in new revenue by selling unpaid property taxes. Check out our website at www.municipalrevenues.com where you’ll learn more about tax lien management, find our statewide client reference list, testimonial video, and more. And remember. ATTN: PA COUNTY, CITY, AND SCHOOL DISTRICT BUSINESS OFFICIALS
PA school districts continue to face a shortage of bus drivers with many leaving to work for the private sector for better wages and benefits. What’s needed is a new revenue stream to retain and add drivers, not lose more. Do you cut additional extra-curricular activities or maybe raise local taxes again? Instead of these unpopular options, why not take advantage of an underperforming asset: unpaid real estate tax receivables. Since 2004 MRS Tax Lien Management has generated over $700 million of instant revenue to taxing districts across PA, creating new cash streams from the sale of unpaid property taxes instead of waiting up to 4 years to access these funds, providing up to 90 cents on the dollar at the time of the sale. Districts realize 100% or more of the face value over time as they keep any late fees and interest. For PA taxing districts, there is an untapped revenue source that can help; unpaid real estate taxes. Instead of waiting four years, wouldn’t it be great if you could access those funds today. For 18 years now MRS Tax Lien Management has converted delinquent tax receivables generating over $700 million of instant revenue to taxing districts across Pennsylvania. Now recognized as a way to create new cash streams for your budget, extracurricular activities, athletic facilities, or anywhere you need it most. ATTN: PA COUNTY, CITY, AND SCHOOL DISTRICT BUSINESS OFFICIALS
Since the Universal Free Meals for Kids ended, meal debt in PA public schools has risen 200%, especially since the USDA changed guidelines for those still eligible for free or discounted meals. When students’ families can’t pay off the debt, it eventually is carried over to the school district to handle. But there is hope. Since 2004 the MRS Tax Lien Management program has generated over $700 million for school districts and municipalities across Pennsylvania by selling their unpaid real estate taxes, thus providing real dollars they can use today instead of waiting up to 4 years to access that revenue. Because we’re not tax collectors, you stand to collect up to or beyond the face value over the next few years as your taxing district retains the late penalty fees and any interest accrued on the unpaid taxes.
