Open enrollment is not a November project.

The plan year starts when it starts, and everything that has to happen first has to fit inside the fourth quarter. A workable sequence looks like this:

September. Review last year's enrollment data before the renewal conversation. Where employees defaulted, what got corrected in January, which plans nobody chose.

October. Distribute required compliance notices and announce enrollment early enough that people can think about it.

November. Run the window. Live sessions, manager briefings, and a clear answer to what happens if someone does nothing.

December. Match elections against payroll deductions before the first check of the new plan year. That hour prevents most January phone calls.
