The Institute of State and Municipal Administration of the National Research University Higher School of Economics conducted a study on the assessment of imported goods in retail trade in Russia. Food products, cars and fuel were excluded from the calculations, the article says. “The results show that currently the share of imports on the Russian FMCG market is about 75%,” the message says. Over the past five years, this indicator has remained fairly stable and practically unchanged. The highest share of imports remains in the structure of retail sales of auto parts, children’s games and toys (over 90%), as well as clothing and footwear (80-90%), the article says. On approval of the procedure for registration of declarations of conformity

From January 1 the order of the Ministry of Economic Development of Russia dated July 31, 2020 No. 478 “On approval of the procedure for registration of declarations of conformity and the Procedure for the formation and maintenance of a unified register of registered declarations of compliance contained in the specified information register ” (hereinafter – Order No. 478) entered into force (with the exception of certain provisions) and is due to be applied.

The document establishes unified rules for registering declarations of conformity of products with the requirements of technical regulations of the Russian Federation, declarations of conformity for products included in the unified list of products, the confirmation of which is carried out in the form of a declaration of conformity, declarations of conformity of products with the requirements of technical regulations of the Eurasian Economic Union (Customs Union) and declarations of conformity for products included in the unified list of products subject to mandatory confirmation of conformity with the issuance of certificates of conformity and declarations of conformity according to a single form.

In particular, subparagraph “b” and paragraph four of subparagraph “c” of paragraph 7.1 of Order No. 478 provide that in the case of declaring the conformity of products manufactured outside the territory of the Russian Federation and the territory of the countries – members of the Eurasian Economic Union, in the application for registration of the declaration of conformity the UEN / GLN (unique enterprise number / global location number, hereinafter referred to as GLN) in relation to the place of implementation of activities for the manufacture of products, as well as the international GTIN code (Global Trade Item Number, hereinafter referred to as GTIN), which makes it possible to identify the object of declaration.

Following the processing of numerous applications from representatives of the business community on the issue of instructions when declaring compliance with GLN and GTIN, the Ministry of Economic Development of Russia adopted Order No. 877 dated December 30, 2020, which establishes a transitional period in relation to subparagraph “b” of paragraph 7.1 of the Procedure for registration of declarations of conformity, approved by Order No. 478 (hereinafter referred to as the Procedure), in terms of specifying GLN, as well as amended paragraph four of sub-clause “c” of clause 7.1 of the Procedure in terms of specifying the international GTIN code, if any.

Currently, this order has been sent for state registration at the Ministry of Justice of Russia. The amendments to Order No. 478 introduced by this order will enter into force on the day of its official publication.

In addition, we note that the functionality of the specialized service for the automated electronic registration of declarations of conformity currently provides for the possibility of entering GLN and GTIN codes.

At the same time, taking into account the provisions of the order of the Ministry of Economic Development of Russia dated December 30, 2020 No. 877, the applicant’s lack of this information and, accordingly, the impossibility of entering it into a specialized service for automated electronic registration of declarations of conformity does not currently impede the registration of declarations of conformity.

RusAccreditation to take part in the implementation of the roadmap for the development of children's goods industry for 2020-2024

The action plan ("roadmap"), approved by the Order of the Government of the Russian Federation dated July 11, 2020 No. 1813-r, was developed with the aim of developing the industry of goods for children, meeting the needs of children and families with children in high-quality and affordable goods, as well as growth in export of domestic goods for children. RusAccreditation will take part in the implementation of the roadmap events aimed at improving the safety and quality of goods for children, staffing of industrial growth in the industry of children's goods.

RusAccreditation, together with the Federal Customs Service of Russia, has been instructed to annually, starting from the 1st quarter of 2021, analyze the import of samples of children's goods into the Russian Federation for the purpose of conformity assessment to meet mandatory requirements.

From the 4th quarter of 2020 and further RusAccreditation and interested federal executive bodies with the participation of the Association of Enterprises of Children's Goods Industry (ACGI) will annually monitor the activities of accredited certification bodies and testing laboratories carrying out work in the field of mandatory attestation of toys, as well as products made for children and teenagers.

RusAccreditation will conduct an annual (starting from the 1st quarter of 2021) monitoring of the sufficiency of specialized industrial laboratory and testing facilities for the development of industries of children's goods intended for children and teenagers.

Together with the Ministry of Education and Science of Russia, Rospotrebnadzor, with the participation of ACGI and other interested organizations, RusAccreditation will carry out work aimed at approving the federal educational standard of higher education "Specialist in the safety of goods and services for children" based on the professional standard.
