They stop treating delegation like a favor they're doing for their team and start treating it like an operational requirement.

Delegation that works is not: "Can you handle this for me?"

Delegation that works is: "You own this. Here are the rules. Here is your authority. Here is the SLA. Bring me only Tier 3."
