Creating a HOME for everyone in Tigard, one conversation at a time
Over the past year, our Oregon office, along with urban design consultant First Forty Feet, has led community engagement for the City of Tigard Government's Housing, Opportunity, Mobility, and Enterprise (HOME) long-range planning project. This project aims to expand neighborhood-scale access to entertainment, employment, amenities, and services through future updates to the City's development code. These updates will support more complete neighborhoods in Tigard, where daily needs, economic opportunities, and gathering spaces are accessible to all. The ability to safely and comfortably walk, bike, and roll to basic services from one’s home is top of mind as the City drafts new development code for how and where things are built.
Our team is leading engagement to gather community input that will shape the plan, inform development code updates, and influence Tigard's long-term growth. Through this process, residents are invited to share their vision for the City's future—whether that’s a new go-to coffee shop, housing that’s integrated above local businesses, or a grocery store in close walk/bike/roll distance.
Tigard is a vibrant community diverse in languages, backgrounds, and cultures; our engagement strategy prioritizes ensuring that HOME solutions are shaped by all residents. Our work has included intentional efforts to engage folks in the languages and spaces that best suit their needs. We are doing this by partnering with local organizations that directly serve unhoused, youth, Asian, Latinx, and Muslim communities—and continually expanding our partnerships to reach more of Tigard.
To date, we've engaged more than 900 community members of all ages and backgrounds through a range of community-centered approaches including:
🍽️ Community dinners, where participants share a meal and participate in engagement activities
🍬 Targeted outreach to community-based organizations, including focus groups and participation in events like El Tigre Fest and the Halloween Silly Walk
🏪 Pop-up events in easy-to-access locations—such as community centers, festivals, and libraries—meeting people where they already are
