Creating a HOME for everyone in Tigard, one conversation at a time

Over the past year, our Oregon office, along with urban design consultant First Forty Feet, has led community engagement for the City of Tigard Government's Housing, Opportunity, Mobility, and Enterprise (HOME) long-range planning project. This project aims to expand neighborhood-scale access to entertainment, employment, amenities, and services through future updates to the City's development code. These updates will support more complete neighborhoods in Tigard, where daily needs, economic opportunities, and gathering spaces are accessible to all. The ability to safely and comfortably walk, bike, and roll to basic services from one’s home is top of mind as the City drafts new development code for how and where things are built.

Our team is leading engagement to gather community input that will shape the plan, inform development code updates, and influence Tigard's long-term growth. Through this process, residents are invited to share their vision for the City's future—whether that’s a new go-to coffee shop, housing that’s integrated above local businesses, or a grocery store in close walk/bike/roll distance.

Tigard is a vibrant community diverse in languages, backgrounds, and cultures; our engagement strategy prioritizes ensuring that HOME solutions are shaped by all residents. Our work has included intentional efforts to engage folks in the languages and spaces that best suit their needs. We are doing this by partnering with local organizations that directly serve unhoused, youth, Asian, Latinx, and Muslim communities—and continually expanding our partnerships to reach more of Tigard.

To date, we've engaged more than 900 community members of all ages and backgrounds through a range of community-centered approaches including:
🍽️ Community dinners, where participants share a meal and participate in engagement activities
🍬 Targeted outreach to community-based organizations, including focus groups and participation in events like El Tigre Fest and the Halloween Silly Walk
🏪 Pop-up events in easy-to-access locations—such as community centers, festivals, and libraries—meeting people where they already are

More than a light rail line: the relationships that built Zan

As we celebrate our 25th anniversary, it’s clear that Zan’s story has been shaped not only by the work we’ve done, but by the relationships formed along the way. Few projects illustrate that better than the Central Corridor LRT – Civil West project.

The Central Corridor LRT project—now known as the METRO Green Line—is a 10-mile light rail line connecting the METRO Blue Line in Minneapolis to downtown Saint Paul. When construction began on the Civil West (Minneapolis) portion in 2010, Zan was just nine years old and had one person: our founder, Charleen Zimmer.

Charleen and Joy Miciano (who worked for another consulting company at the time) were part of the joint venture construction contractor team of Ames Construction and C. S. McCrossan and provided outreach and communications services during the two-year construction project. Charleen and Joy worked together to prepare outreach materials and collaborate with community committees, contractors, and project staff to support property access, effective communication, and pedestrian and ADA considerations.

After working together for a year and realizing they worked well together, Charleen hired Joy in 2011 as Zan’s first employee—and the rest is (15 years of) history! Also, through this project, Charleen and Joy worked with Dan Pfeiffer, then a Community Outreach intern for the project with the Metropolitan Council.

This project was not only important for delivering a vital transit connection in the Twin Cities; it also brought together three people who would shape Zan’s future. In 2021, Charleen retired, Joy became President + CEO, and Dan Pfeiffer started working at Zan (and now leads business development).

The Central Corridor LRT reminds us that sometimes the most meaningful outcomes of a project aren’t just what gets done, but the relationships formed along the way.

As we celebrate 25 years, we’re grateful for the projects—and especially the people—that have made Zan what it is today.

ACE engagement: Authentic, Creative, and Equitable. It’s the Zan way and what distinguishes how we approach our work.

At our all-staff training last Friday, we delved into the Creative component of ACE, welcoming Ricardo Beaird, Community Development Director at Springboard for the Arts, as a guest speaker.

Ricardo shared approaches for collaborating with artists on engagement projects and led our team through thoughtful discussions and exercises. We reflected on the narratives that influence our work, the impact we hope to make through creativity, and opportunities to further expand our creative practice at Zan. We left the session feeling energized, inspired, and excited to put these ideas into action.

At Zan, creativity means designing an engagement strategy that is tailored to each project and community. We employ a variety of innovative and accessible ways of gathering feedback and sharing results—so everyone can be involved, and complex topics are clear and approachable. Our goal is to make engagement enjoyable and inviting, while also generating meaningful input to inform our projects.

Creativity isn’t an add-on; it’s a mindset that guides our work throughout the entire project—from table setups and engagement activities to material design and overall strategy. It begins with developing a deep understanding of project goals and leading with imaginative thinking from the outset.
