Thank you to the commissioners of the Washington Utility and Trade Commission (UTC) for putting consumer protection first, by rejecting PacfiCorp’s attempt to end net metering before the State commissioned Value of Solar and Storage (VoSS) study being done by the Washington State Academy of Sciences (WSAS) is completed in October 2026.
We also want to thank the Washington Solar Energy Industries Association (WASEIA) for their vital role in this decision. WASEIA and its members were instrumental in helping the UTC recognize the importance of waiting for the study’s findings to safeguard consumer choice and ensure appropriate compensation for exported solar energy.
Why This Matters
In many states, utilities have adjusted compensation for exported solar to rates that discourage solar adoption or even penalize those who decide to generate their own power with solar. The UTC decision preserves net metering for the immediate future and ensures the science-based, data driven WSAS Value of Solar and Storage study can inform decisions about future rates for solar compensation, instead of leaving regulators to rely on unsubstantiated claims by utility companies designed to safeguard their profits.

We are celebrating a major win at the Utilities and Transportation Commission (UTC) this week. The Commission voted unanimously to reject the proposed net billing tariff changes for now, extending the current timeline to February 2027.

This decision protects net metering for the immediate future and strengthens our position for upcoming policy discussions.
