This is a Community Notice Regarding The Recent Online Videos:
Many of you have seen or heard about the online videos circulating about a Muse resident, Robbie Zabel, which were created by two independent “predator-busting” groups one posted over a year ago, and another just last week.
Understandably, these videos have caused anger, fear, and frustration across our Village and the greater Cecil Township community.
Here on the Yul B Sorry neighborhood watch page we want to reassure the residents that the Cecil Township Police Department is fully aware of Mr. Zabel and the videos in question. I have spoken with our Police Chief Shawn Buckiviski.
The department has been monitoring the situation and has confirmed that they are not ignoring these concerns.
However, it is important for everyone to understand that law enforcement must follow Pennsylvania law and proper procedures in order to ensure that any charges brought forward can stand up in court.
In Pennsylvania, a private citizen sting operations can sometimes involve entrapment, especially when no actual victim exists. As in these cases that were videoed.
Mr. Zabel was never actually speaking with a minor child in these two cases.
The law defines entrapment under 18 Pa.C.S. § 313 when someone is induced by another to commit an offense or admits to an offense.
(to these type predo-busting groups); the police and DA can not be sure that the accused would not otherwise have committed the crimes, without enticing them.
Because these online “Predo-Busting” operations are not conducted under police supervision, the evidence they collect may not be legally admissible due to issues like lack of verified chain of custody, questions of authenticity, or entrapment.
This means that public videos, while shocking, can actually make prosecution harder if not handled properly from the start.
That’s why we’re asking community members: please let law enforcement take the lead.
Vigilante actions can interfere with investigations and could even jeopardize justice for real victims.
The Cecil Township Police and the Washington County District Attorney’s Office (Jason Walsh) are committed to protecting children and taking these crimes seriously.
If you, or someone you know, IS a victim of sexual exploitation or online grooming, or sexting or if you suspect someone in your household may be communicating inappropriately with minors please contact authorities immediately.

And for those of us that are enraged about these perverts that are walking amongst us: Please know.
You may record in public spaces; if you capture something concerning, you can share it with police, who can ensure that it is documented correctly so the chain of evidence remains valid.
Important: Shawn our Police Chief said he welcomes any information from our community members or groups but it must be turned over as soon as possible.
And that NO ONE should confront any suspect, to ensure legality and proper handling. As well as the safety of us well meaning citizens!
Early involvement helps investigators act effectively, within the law, and in ways that protect everyone especially these children.
As neighbors on this neighborhood watch page, we have a shared goal to keep our homes and properties safe, our community safe, and in horrific cases like these, to keep our children safe.
Please continue to communicate with your kids about online behavior, maintain awareness of your surroundings, and show kindness to children whose families may be struggling. They should never be criticized or teased for situations beyond their control.
Speak often to your kids. And listening to them. They are aware of far more than they get credit for.

Remember that not every registered offender is subject to the same restrictions, so, contact the Megan’s Law site they are extremely helpful if individuals on their site are violating their terms.
Finally, please remember that vigilantism is not justice. It can feel satisfying to take quick action, but doing so outside the law only risks your own freedom and can ruin legitimate cases against offenders.
Let’s work together, trust our police, and keep this community strong, united, and compassionate in protecting our most precious resource: our children.
