Bosch dishwasher has a puddle of water in it every time you open the door.
Dishwashers don't pump the water in. Same goes for washers and refrigerators.
The water comes in from the the pressure that's in the pipes when the power control board opens the water valve.
What keeps the water valve shut is the water pressure in the house. Low water pressure will make the water slowly seep into the appliance hence the water puddle.
