Yesterday, members of the Lisbon Water Department Woodard & Curran team participated in a regional drinking water emergency tabletop exercise hosted by Tom Bahun of Tom's Water Solutions LLC.

The exercise walked local utilities and representatives from partner agencies like the U.S. National Weather Service (NWS), Maine Water Utilities Association, MEWARN, Maine CDC Drinking Water Program, the GEOLOGICAL SURVEY MAINE, County EMAs, electrical power companies and fuel suppliers like Central Maine Power and Dead River Company through a realistic hypothetical emergency scenario and reinforced something important: relationships, communication, and planning matter long before an actual emergency happens.

These types of exercises are a great opportunity to test your thinking, identify gaps in your utilities planning, and build connections with the organizations you may rely on during a real event. If your utility isn’t already participating in regional emergency preparedness exercises, it’s absolutely worth getting involved.

Big thanks to Tom’s Water Solutions, all of the participating agencies and utilities for helping strengthen regional resiliency and preparedness, and to Maine Water for hosting us in their beautiful facility in Biddeford, ME.

What happens when a summer drought ends with a hurricane? Maine's water sector put that question to the test last week — and the answers matter.

Tom's Water Solutions was proud to partner with Maine Water Utilities Association for the Southern Maine Water Resilience Tabletop Exercise at Maine Water‘s beautiful S**o River Drinking Water Resource Center in Biddeford, ME — a perfect setting to kick off Memorial Day weekend 🇺🇸

The scenario: ☀️ a prolonged summer drought rapidly followed by a high-intensity hurricane "rain bomb" ⛈️

What made this exercise exceptional was the depth of collaboration. Utilities, emergency management agencies, geological experts, and industry partners all in the same room, working through a realistic crisis together — before it's real.

The day included:
📊 A technical presentation from the Maine Geological Survey
🌦️ Live weather briefings and scenario injects from the National Weather Service
🤝 Cross-sector coordination and resilience planning discussions

The biggest takeaway? When pressure hits, communication gaps between utilities and emergency managers are among the first things to break down — and tabletop exercises are exactly how you find and fix them before an emergency does.

17 organizations showed up ready to work:
Alfred Water District
Auburn Water & Sewerage Districts
Central Maine Power Company / Avangrid
Cumberland County (Maine) Emergency Management Agency
Dead River Company
Kennebunk, Kennebunkport & Wells Water District
Kennebunk Light & Power Maine CDC Drinking Water Program
Maine Emergency Management Agency (MEMA) Management Agency
Maine Geological Survey
Maine Water Utilities Association
Maine Water/Wastewater Response Network (MEWARN)
National Weather Service – Gray, ME
Portland Water District
Tom's Water Solutions LLC
Waterboro Water District
Woodard & Curran / Lisbon Water Department

This is what proactive resilience looks like. 💧

This week, Tom's Water Solutions delivered powered industrial truck training at Rochester Public Works for NH Public Risk Management Exchange, led by Tom Denison.

🦺Course highlights:
• Forklift types & controls
• Load capacity & center of gravity
• Pre-use inspections
• Safe operating procedures
• Maintenance & refueling/recharging
• Hands-on driving exercises

From public works and utilities to warehouses, manufacturing, and industrial facilities — this training matters across every industry.

Behind every safe water system is consistent, compliant operations ✅

Today, Dan Bahun supported a system with their daily chlorine residual testing and monthly total coliform sampling — helping meet requirements set by the Maine CDC Drinking Water Program and maintain safe drinking water 💧

For systems balancing limited capacity, this work adds up quickly.

That’s where Tom’s Water Solutions comes in — providing reliable contract operations support to keep compliance on track 🤝

We just finished our 2nd seasonal startup training at the Fort Knox Maintenance Shop in Prospect, ME — helping operators get ready for a safe, compliant reopening! This 6.0 TCH session covered startup prep, regulations, sampling, and in-depth, real-world troubleshooting.

We were proud to bring together a diverse group of water professionals from across Maine, including teams from Maine State Parks (Aroostook, Camden Hills, Cobscook Bay, Lake St. George, LaMoine, Lily Bay, Peaks-Kenny, Popham Beach, Swan Lake, and Warren Island), the Maine Bureau of Parks and Lands Northern Region, the Maine CDC Drinking Water Program, Orono-Veazie Water District, Fort Knox Historic Site, and the Allagash Wilderness Waterway 🌲

Tom’s Water Solutions is grateful to partner with the Maine Water Utilities Association, the Maine CDC Drinking Water Program, and the Maine Bureau of Parks and Lands to help ensure seasonal staff and visitors have access to safe, clean drinking water all season long! ☀️

And just like that, another prep course in the books💧👏

From breaking down groundwater vs. surface water (pros, cons, and real-world impact) to getting hands-on with well pumps, sanitary seals, and pitless adapters — this crew put in the work. We tackled the basics of treatment, disinfection, and chlorine residuals like pros 🫡

Huge thank you to Granite State Rural Water Association for making this training possible!

Shoutout to these future operators from New England Backflow, Newport Water, Lebanon Water, and Greenville Water & Sewer — New England’s water future is looking strong 💪💙
