As federal pandemic relief funds expire, Connecticut schools have shared they’re struggling to maintain mental and behavioral health supports while facing growing student needs and ongoing workforce shortages.

We want to recognize our client, the Child Health and Development Institute - CHDI, featured in a recent article discussing the urgent need for reliable, long-term funding to sustain effective school-based behavioral health services.

🚨 New Connecticut Laws Take Effect Today 🚨

Today, July 1, 2025, several new laws go into effect in Connecticut impacting everything from traffic rules to childcare. Some of these changes were passed during the 2025 Legislative Session, which just wrapped in early June, while others date back to prior years. One of the biggest bills now in place is the state’s new two-year state budget, a $55.8 billion plan passed during the last few days of session.

In Connecticut, crafting a balanced state budget starts with consensus revenue estimates—and this week's update brings big news.

✔️ The Governor’s FY26–27 proposal in February was based on November revenue projections, allocating $55.2B.
✔️ The Appropriations Committee responded two weeks ago with a $55.7B proposal, with the Finance, Revenue and Bonding Committee setting aside $700M in its own proposal to offset looming federal aid cuts.
✔️ Now, updated revenue estimates show a $2.3B surplus, including a $256M boost in FY25 thanks to stronger-than-expected April income tax receipts.

These new figures act as a financial reality check, redefining the boundaries for budget negotiations as the Legislature heads toward a June 4th adjournment.

Will the surplus be used for investment, savings, or new programs? That’s the question lawmakers are now debating—and the outcome will shape Connecticut’s priorities for years to come.
