On December 31, 2025, Luxembourg’s most famous ancestry-based dual citizenship program ended. There was a clear last-minute rush, with the Bierger-Center fully booked in November and December. Because processing takes about four months, the January–March 2026 citizens abroad data already reflects all but the last 30 days before the deadline. Early signs suggest Brazilians made up a large share of these final applications, with relatively few Americans.

926 new American dual citizens. 1,061 new Brazilian dual citizens. The first post-deadline data is in.

Luxembourg just released its latest numbers on citizens abroad, and even with Article 89's citizenship recovery program officially closed, the final wave of applicants is still working through the system.

The U.S. now has 21,880 Luxembourg citizens—the third-highest quarterly growth ever. For the first time ever, the Luxembourg diaspora has surpassed over 55,000 citizens living in the Americas.

A friendly reminder for clients and friends who are not (yet) EU citizens: the EU's digital Entry/Exit System becomes fully operational at airports across 29 countries this Friday, April 10.

The system has been rolling out in phases since October 2025, and member states can still suspend checks temporarily during peak travel periods. But reports indicate wait times at EU points of entry have already reached two hours or more, Lisbon in particular has seen significant delays.

Our suggestion: build in at least 2–2.5 hours for any layover at your first EU point of entry through the fall.

A few things to know:

→ Passport stamps are being replaced by digital biometric records (fingerprints + facial image)

→ A separate online pre-travel authorization system (ETIAS) is still in the works for non-EU nationals. But that's not this, and if history is any guide, expect the deadline to slip a few times into 2027.

For people with EU passports, it is now always best to enter with your EU passport.

More from the European Commission:

The new Entry/Exit System (EES) will replace passport stamping with digitally recorded entries, exits or refusals of entry of non-EU nationals coming for short stays. Travellers’ facial image, fingerprints and personal data from the travel document will be also recorded.
