New York City Mayor Eric Adams and New York City Department of City Planning (DCP) Director Dan Garodnick today celebrated one year since the passage of “City of Yes for Housing Opportunity,” the most pro-housing legislation in the city’s history. In the first year since its passage, tools from City of Yes are already creating new housing across the five boroughs while housing permits have seen a significant year-to-year increase. In addition to proposing and passing City of Yes, the Adams administration has also passed five ambitious neighborhood plans; produced historic amounts of affordable housing; secured a landmark deal in Albany to give the city new tools to build housing; convened a historic Charter Revision Commission focused on land-use and housing; and much more to build more affordable housing across the five boroughs.

“One year ago today, our city said ‘yes’ to more housing and a more affordable future for working-class New Yorkers. We turned the page on decades of half-measures and proved that government can still meet the challenges of our time with energy, ambition, and resolve,” said Mayor Adams. “One year later, we are already seeing the results, with thousands of new affordable homes in the pipeline across our city. Whether it’s passing the first citywide rezoning in six decades, investing historic amounts of money into new homes, or creating record amounts of affordable housing, we are proud to be the most pro-housing administration in city history.

“With the adoption of City of Yes for Housing Opportunity, we have begun to turn the tide on the housing crisis in New York City. The full impact of these changes will take time to be felt, but twelve months in, we’re already seeing success delivering a little more housing in every neighborhood,” said DCP Director Garodnick. “New York City’s housing crisis has been growing for so long that it is easy to take it for granted. But with City of Yes and other policy changes, we are changing course and creating a more affordable city for generations to come.”

The initiative — which was approved by the New York City Council on December 5, 2024 — aims to deliver “a little more housing in every neighborhood” through carefully-crafted zoning changes, including creating a new affordable housing bonus; legalizing accessory dwelling units (ADU) for homeowners; re-legalizing three-, four-, or five-story apartment buildings near transit and along commercial corridors; reducing costly parking mandates for new construction; and allowing underused office buildings to become housing; among other reforms.

New York City Reaches $38.9 Million Fair Workweek Settlement With Starbucks
New York City Mayor Eric Adams and the Department of Consumer and Worker Protection (DCWP) announced a $38.9 million settlement with Starbucks resolving more than 500,000 alleged violations of the city’s Fair Workweek Law at over 300 locations between 2021 and 2024. Under the agreement, Starbucks will provide more than $35.5 million in restitution to over 15,000 current and former hourly employees in New York City—generally $50 for each week worked from July 4, 2021 through July 7, 2024—and pay $3.4 million in civil penalties and costs. DCWP’s investigation found that the company failed to provide consistent and predictable schedules, reduced hours by more than 15 percent in many cases, and did not adequately offer additional shifts to existing staff, resulting in involuntary part-time work. The settlement requires Starbucks to comply with Fair Workweek requirements going forward and allows workers who experienced violations after July 7, 2024, or who were affected by recent store closures, to seek additional relief through DCWP’s complaint process.

Governor Kathy Hochul and New York City Mayor Eric Adams today announced a new conceptual agreement to extend the Roosevelt Island Master Lease and a separate agreement to begin a joint planning effort oriented around future development on the island, marking an important step toward ensuring the Island’s long-term stability and future growth. This initial extension will provide greater financial certainty for homeowners and residents, helping them access additional financing and maintain stable housing values. Additionally, the State, City, and Roosevelt Island Operating Corporation (RIOC) will launch a planning and community engagement process to identify opportunities for potential housing; new infrastructure and amenities to serve the island; and other community priorities. The outcomes of this planning and engagement work will be incorporated into a longer-term extension to the master lease in the years to come, as well as other amendments to the lease to streamline State, City, and RIOC operations on the island.

“Roosevelt Island holds some of the best views of New York City’s skyline, but also has a deep and rich history, making it a desirable place for New Yorkers to live and a notable tourist destination,” Governor Hochul said. “This new lease extension will allow for the island’s next chapter — exploring opportunities to build more housing and new infrastructure for the community and visitors to gather, while still providing stability for current residents.”

New York City Mayor Eric Adams said, “Roosevelt Island has had many names and dozens of lives over the years — with this lease extension and new engagement effort, we’ll start planning the next great phase in the island’s story. We’ll make it easier for New Yorkers living on the island today to stay in their homes and explore the possibility of adding new homes to welcome even more people to the neighborhood as well. We’ll work with the community to create vibrant spaces and lay the groundwork for a safer, more affordable Roosevelt Island for the decades to come.”

The City and RIOC, the state entity that manages the island, will initially extend the Master Lease, which currently expires in 2068, by 10 years to 2078. This initial extension will provide greater financial certainty for homeowners and residents, helping them access financing and maintain stable housing values. The RIOC Board of Directors is expected to approve the Master Lease extension at its December meeting.

The State, City and RIOC will also launch a planning and community engagement process to identify opportunities for additional housing potential and community-serving infrastructure and amenities. The outcomes of the planning work would be incorporated into the longer-term extension to the Master Lease in the future. The longer-term lease extension will also incorporate other community priorities that come out of the planning process as well as other amendments to the lease to streamline and strengthen State, City, and RIOC operations on the island.

Roosevelt Island Operating Corporation President and CEO B.J. New York Gov. Kathy Hochul said the state will replace federal Medicaid reimbursements lost under H.R. 1, which bars organizations that provide abortions and received at least $800,000 in 2023 from federal Medicaid funding.
