Most losing federal bids were complete. They were just priced off the wrong package.

An amendment posted on Friday. A wage determination swapped in Amendment 0003. A site visit marked mandatory that nobody from estimating attended. None of that shows up in the quantity takeoff, and all of it can take you out.

We wrote the field-level version, including what FAR 36.210 and FAR 36.503 actually put on the contractor.
