He holds an M.B.A. from the University of Illinois, a Certified Public Health Administrator designation, several FEMA emergency management certificates and served as past presidents of the Illinois Public Health Association, Illinois Association of Public Health Administrators and Association of Community Mental Health Authorities of Illinois. He was appointed to several statewide task forces by the Governor’s Office of the State of Illinois, Director of the Illinois Department of Public Health and Secretary of the Illinois Department of Human Services. Keller has conducted consulting projects for a variety of local and state government clients, not-for-profit corporations, led workshops, and lectured graduate and undergraduate classes. Keller Consulting recently completed a program evaluation for the Illinois Public Health Association's HIV third-party billing contract. The contract promotes third-party insurance billing for HIV-related services. The evaluation report was shared with the Illinois Department of Public Health and, subsequently, the U.S. Centers for Disease Control.

Keller Consulting recently completed a project evaluation for the Illinois Public Health Association (IPHA) for their Category B Routine HIV Testing Third Party Billing Contract. The CDC, contract, administered by IPHA on behalf of the Illinois Department of Public Health, was designed to enhance the capacity of local health agencies to to bill Medicaid and commercial insurance for routine HIV testing. For the Category B project local health departments and Federally Qualified Health Centers were targeted.

Keller Consulting recently completed the development and facilitation of a strategic plan for the Madison County Health Department. Keller Consulting designed a stakeholder input survey, a vision and mission validation exercise, constructed an environmental scan and used survey data to generate a SWOT analysis. Keller Consulting facilitated a strategic planning retreat held in Wood River, IL and prepared a final report summarizing organizational goals and objectives to help guide the Madison County Health Department for the future.

Keller Consulting designed a membership survey, generated the template for a mission validation exercise and used survey data to generate a SWOT analysis. Keller Consulting facilitated a strategic planning retreat held in Springfield and prepared a final report summarizing organizational goals and objectives to serve as IAPHA's roadmap for the future.

Keller Consulting is wrapping up a project with the Public Health Institute of Metropolitan Chicago to examine private and public third party billing practices for routine and rapid HIV testing.The practices of six larger healthcare providers were examined through survey. Technical assistance recommendations were made as part of the project followed by the development and presentation of a webinar on billing enhancement approaches.

A second phase of the HIV billing project was to explore the same practices among non-traditional community based organizations providing healthcare in high risk areas.

Keller Consulting has been engaged in a project with the Illinois Public Health Association establishing pilot sites for private third party insurance reimbursement at local health departments. As part of the team, Keller Consulting designed and analyzed participant surveys, created a preliminary revenue projection report, prepared a revenue generation report and facilitated a focus group comprised of pilot project participants. The project is funded through the U.S. Centers for Disease Control and Prevention. Keller Consulting will be working as part of the IPHA team, on a second CDC contract, expanding private third party billing statewide and establish electronic medical records as a component of the process.

Keller Consulting recently completed a project for the DeKalb County Health Department to assist them with further developing managerial accounting practices. The project entailed providing them with guidance and tools related to employee time tracking, cost center development and unit costs establishment for various services. The DeKalb County Health Department is preparing for the commencement of Medicaid managed care in Illinois and fee negotiations with state contracted third party managed care entities.

Keller Consulting recently completed a cost-benefit analysis on the viability of private insurance immunization billing by local health departments for the Illinois Public Health Association for use by the Illinois Department of Public Health and U.S. Centers for Disease Control as part of a statewide project.
