Muchas empresas que importan a Estados Unidos se preguntan: ¿cuál es la diferencia entre un agente de aduanas y la liberación de aduanas?

Phase one of CAPE will soon begin with CBP (Customs and Border Protection) launching a Refund Portal on April 20. The Consolidated Administration and Processing of Entries (CAPE) portal is a tool for IEEPA tariff refunds. President Trump originally imposed the International Emergency Economic Powers Act (IEEPA) in 2025 to enforce reciprocal levies on importers. In particular, to address trade deficits, illegal migrants, and the influx of illegal drugs into the US. With the Supreme Court striking down the IEEPA tariffs, CAPE will soon begin on the Automated Commercial Environment (ACE). With phase one of the CAPE portal starting on April 20, importers should be prepared and understand what to expect.
Why is CBP Launching A Refund Portal?
CBP is developing a CAPE portal in response to the Supreme Court ruling that IEEPA tariffs are illegal. Following the ruling, the Court of International Trade (CIT) ordered CBP to refund all importers who paid IEEPA tariffs.

Phase one of CAPE officially launches April 20, as U.S. Customs and Border Protection rolls out its new refund portal through ACE designed to process refunds tied to the now-struck-down IEEPA tariffs.

Importers could soon be affected as President Trump adjusts Section 232 tariffs on specific metal imports. Following an announcement on April 2, steel, aluminum, and copper entering the US will face new duties starting April 6. Originally, tariffs on most metals entering the US were 50%. However, the Trump administration changed duties for various reasons, including to address “excessive imports” and to boost US manufacturing. Another goal is to close loopholes that allow importers to underreport the total percentage of metal to reduce tax amounts. This article will break down the adjustments and explain how the levies could potentially impact shippers.
How Did The Trump Administration Adjust Section 232 Tariffs On Metal?
Beginning April 6, specific imports of steel, aluminum, and copper will be subject to duties ranging from 10% to 50%. This is different from the 50% tariff that Trump imposed on all goods with metal content in 2025.

Following an April 2 announcement, President Trump is adjusting Section 232 tariffs on steel, aluminum, and copper imports, with new duties taking effect April 6.

US tariffs remain a persistent issue, with President Trump threatening a 100% tariff on pharmaceuticals. Effective July 31, the tariff will affect 17 major pharmaceutical companies, including Pfizer, Novo Nordisk, and others. Trump also announced that a 15% tax on pharmaceuticals from the European Union, South Korea, Japan, Switzerland, and Liechtenstein. The president will also impose a 10% tariff on covered products from the United Kingdom, with the possibility of reducing it to zero. The executive order will exempt specific products, such as orphan drugs and animal-health drugs, from countries with trade deals. Due to the volume of medications entering the US, the 100% levy can significantly impact supply chains.

The primary goal behind Trump’s imposing a 100% tariff is to use it as a tool for trade leverage. Pharmaceuticals manufactured in countries without trade agreements with the US will be primarily affected by the levies.
