Child & Family Services Watch | Louisiana

Louisiana is proposing extensive revisions to licensing requirements affecting certain residential homes and child-placing agencies.

Among the proposed changes are revisions to training, visitor background clearances, health requirements, education timelines, restraint debriefing, and foster and adoptive parent requirements.

One important distinction:

These are proposed changes. They are not yet final requirements.

That means organizations should understand what may be coming without replacing current policies based solely on the proposal.

For affected child and youth service providers, this may be a good time to compare current practices with the proposed requirements and identify areas that could require future changes.

Public comments are due October 20 at 4:30 p.m.

Training Scenario

Imagine a telehealth session suddenly disconnects while a client is discussing an urgent behavioral health concern.

What happens next?

Ohio’s behavioral health rules require providers using telehealth to maintain a contingency plan for technical problems. They also require staff assisting with or providing telehealth services to be adequately trained in the equipment being used.

Providers are also expected to maintain relevant local crisis, police, and fire contact information and give clients information about how to access assistance if a crisis occurs, including one connected to equipment failure.

This is where scenario-based training can be valuable.

Instead of only asking staff whether they have read the telehealth policy, ask:

“What would you actually do if this happened during your next session?”

Training becomes more meaningful when staff can apply expectations to real situations.

There is a lot happening right now that can create uncertainty for minority-owned businesses and organizations serving underserved communities. The latest news regarding proposed cuts to federal programs supporting minority-owned businesses is another reminder that the landscape around us is changing.

But my message to fellow business owners and community leaders is simple:

**Do not operate in fear.**

Pay attention. Be informed. Strengthen your infrastructure. Diversify your revenue. Know your numbers. Prepare and make strategic decisions.

But do not allow uncertainty to cause you to retreat from the important work our communities need.

Our communities still need quality behavioral health services. They still need organizations committed to children and families. They still need entrepreneurs creating jobs, building businesses, and creating opportunities.

The environment may change. Funding may change. Policies may change. **Our commitment to excellence and impact cannot.**

This is the time to become stronger operationally, more intentional financially, and more strategic about building sustainable organizations.

Prepare. Plan. Adjust when necessary.

But **do not operate in fear. Keep doing the work our communities need.**
