A great list should consist of 500-1k users and this is something you can build over time. Going into the next year set a goal for your nonprofit to build your email list.
There are many different ways that you can build your email list and you can start with those that already support your nonprofit. Do not overcomplicate the process you could send quarterly updates on the difference your nonprofit is doing and it helps steward your relationship with your donors and makes them feel secure knowing that the money that they are donating is making a difference.
For those who do not have a list or those who have less than 500 users an effective way is planning an event. The events that you could create could be 5k, bingo, and silent auctions, whether it is in-person or virtually.
By creating events you can make it to that those who pay for a ticket must put their first, and last name and their email. By doing this you are building your email list.
Work on this next year so that the following year when it comes to creating another event, you already have a list of donors you can market to knowing that they will invest.
Remember proper targeting starts with finding motivated donors to donate to your nonprofit and support your mission!
