Key Messages

Damaging hurricane-force winds and a life-threatening storm surge with destructive waves are expected across portions of the northern coast of the Yucatan Peninsula today.

A large area of destructive storm surge, with highest inundations of 10 ft or greater, is expected along a portion of the west-central coast of the Florida Peninsula. If you are in the Storm Surge Warning area, this is an extremely life-threatening situation , and you should evacuate today if ordered by local officials. There will likely not be enough time to wait to leave on Wednesday.

Devastating hurricane-force winds are expected along portions of the west coast of Florida, where a Hurricane Warning is in effect. Milton is forecast to remain a hurricane as it crosses the Florida Peninsula and life-threatening hurricane-force winds, especially in gusts, are expected to spread inland across the peninsula. Preparations to protect life and property, and to be ready for long-duration power outages, should be complete by tonight.

Heavy rainfall across the Florida Peninsula through Thursday brings the risk of life-threatening flash and urban flooding along with moderate to major river flooding , especially in areas where coastal and inland flooding combine to increase the overall flood threat.

Helene is forecast to intensify and be near hurricane strength when it reaches the far northwestern Caribbean Sea early Wednesday. Tropical storm conditions are expected over portions of western Cuba and the northeastern coast of the Yucatan Peninsula with hurricane conditions possible.

Helene is expected to rapidly intensify over the eastern Gulf of Mexico and be a major hurricane when it approaches the northeastern Gulf Coast on Thursday. The risk of impacts from life-threatening storm surge and damaging hurricane-force winds continues to increase along the coast of the Florida Panhandle and the Florida west coast. Hurricane and Storm Surge Watches are in effect for much of that area and residents in those areas should follow advice given by local officials.

Helene will bring heavy rain to portions of the western Caribbean, which will cause considerable flooding and mudslides across western Cuba. Heavy rainfall will likely result in locally considerable flash and urban flooding across portions of Florida, with isolated flash and urban flooding possible across the Southeast, Southern Appalachians, and the Tennessee Valley Wednesday through Friday. Minor to isolated moderate river flooding will be possible.

Central Europe: Flooding (Update)

Central Europe was impacted by significant flooding as a result of nearly continuous rain on September 12-16. Initial assessments in the most affected countries and the extent of damage seen in disaster areas suggest that it will be one of the costliest events on record for the region, with billions of EUR in total losses. Significant damage occurred in parts of the Czech Republic, Poland, and Austria. Additional impacts were reported in Slovakia, Romania, and elsewhere. As of this writing, at least 28 people were killed, while several others remain missing.

United States: Potential Tropical Cyclone #8

A historic rainfall event occurred within the Carolinas on September 15-16 due to a cluster of offshore storms, labeled as Potential Tropical Cyclone #8. Significant flooding was seen primarily across North Carolina’s New Hanover and Brunswick counties, leading to inundated homes and businesses, stalled vehicles, and washed-out roads. Total aggregated losses could reach into the hundreds of millions USD.

Philippines, China: Typhoon Bebinca

Typhoon Bebinca, the sixth typhoon of the current typhoon season, affected parts of the Philippines and western China between September 13 and 16. On September 16, the storm made landfall in Shanghai, with a high potential to cause notable losses in the densely populated area.

Central Europe has been impacted by significant flooding as a result of continuous rain since September 12. While waters have not yet fully receded and the event is still ongoing as of September 16, initial assessments in the most affected countries and the extent of damage seen in disaster areas suggest that it will be one of the costliest events on record for the region.

Significant damage occurred in parts of the Czech Republic, Poland and Austria. Additional impacts were reported from other countries - western and northwestern Slovakia, as well as in parts of Romania. In total, at least 15 people were killed, while eight people were missing in the Czech Republic at the time of this writing.

Despite additional rain in most of the Czech Republic, water levels are mostly decreasing across the country. The situation will continue to evolve in Southern Bohemia and elsewhere with more rain forecast. Flood waves continue to travel along the main water courses in Austria, as well as in Poland – where Wrocław expects the culmination of Odra with much lower severity than in 1997. The event will thus continue for several days until the waters fully recede. The situation also remains tense near Bratislava in Slovakia, as the Danube is expected to crest at around 950 cm on Tuesday (compared to a record level of 10.34 m in 2013).

United States, Mexico: Hurricane Francine Miller

After a prolonged period of inactivity, Hurricane Francine has emerged as the 6th named storm in the 2024 North Atlantic hurricane season. Despite interactions with wind shear and dry air, warm ocean waters allowed Francine to strengthen to a category 2 hurricane upon landfall in southern Louisiana on September 11. Heavy rain, storm surge, and intense winds impacted much of Louisiana and Mississippi, including the city of New Orleans. More heavy rainfall and flash flooding was also noted in northeast Mexico and southern Texas. Total aggregated losses may reach into the lower billions USD.

Southeast Asia: Typhoon Yagi

Human and material losses due to Typhoon Yagi, which impacted Southeast Asia between September 1 and 8, have increased rapidly in recent days. The Philippines, southern China, and northern Vietnam were among the hardest hit. The death toll has exceeded 370 fatalities and total economic losses are likely to reach billions of USD, with the majority of losses originating from China’s Hainan Province.

United States: Wildfire

Over the past week, extreme heat in southern California has helped numerous wildfires ignite and grow rapidly. At least three large fires are currently burning just east of Los Angeles, California, which have damaged several buildings and forced numerous evacuations. 10 people have been injured thus far as fire suppression efforts continue.
