The United States and China made progress toward a partial trade de-escalation, combining an extension of the truce through January 10, 2027 with a mechanism to grant more favorable treatment to approximately $30 billion in non-sensitive goods on each side. The agreement reduces tension in everyday trade, but leaves the principal strategic disputes intact.
.
🔹The new U.S.-China Board of Trade will be the vehicle for proposing more favorable tariff treatment for selected goods.
🔹The United States identified 77 categories of Chinese products, primarily toys, household goods, small appliances, textiles, children’s products, decorative items, and recreational equipment.
🔹China is considering 1,619 U.S. products, including meats, seafood, dairy products, grains, coal, wood, cosmetics, and certain medical equipment.
🔹Nearly 90% of the covered products could return to Most-Favored-Nation (MFN) treatment once both countries complete their internal procedures; for now, the reductions should not be assumed to be in effect.
🔹Sensitive issues persist, including rare earths, export controls, investment, semiconductors, technology, and the Section 301 investigation into excess capacity, in addition to the establishment of a bilateral dialogue on artificial intelligence.
The result is important, but limited: this is not trade normalization, but rather the isolation of a segment of non-strategic trade to reduce tensions while restrictions in critical sectors continue. For importers, the key will be to identify the HTSUS classifications ultimately covered, the applicable rates, and the effective date of any reduction.
