At Innovative Public Safety (IPS), we understand the critical role that funding plays in ensuring the safety and preparedness of first responders and their communities. As we close out the year, exciting opportunities are available to secure financial support for your organization. Here’s a breakdown of key grant opportunities highlighted in the December 2024 PSG Grants Bulletin.

1. Assistance to Firefighters Grant (AFG): Applications Due December 20, 2024

The FY 2024 AFG Program, administered by FEMA, is a cornerstone of funding for fire departments, EMS organizations, and State Fire Training Academies. This program focuses on enhancing firefighter safety and operational efficiency by providing resources for training, personal protective equipment (PPE), fire apparatus, and facility upgrades.

Since 2018, the AFG Program has delivered over $8.7 billion in funding, supporting thousands of organizations with: 150,000 PPE items, 800+ fire apparatuses, and Wellness and fitness initiatives for firefighter health.

Applications are open until 5 PM ET on December 20, 2024. Don’t miss this chance to equip your team with essential resources to foster community resilience. For details, visit the FEMA Assistance to Firefighters Grant page.

2. American Rescue Plan Act (ARPA): Obligation Deadline December 31, 2024

The ARPA’s State and Local Fiscal Recovery Funds (SLFRF) provide critical support for pandemic recovery efforts. Allocated by the U.S. Department of Treasury, these funds must be obligated by December 31, 2024, and fully expended by December 31, 2026. Eligible expenses include government services, revenue loss recovery, and investments in critical infrastructure.

Explore specific funding allocations for states, counties, metropolitan cities, and tribal governments on the U.S. Treasury’s SLFRF resources page.

3. Upcoming Webinars and Additional Opportunities

PS Grants has announced upcoming webinars to help organizations navigate the grant application process. These sessions are ideal for those looking to maximize their funding potential in 2025. Stay updated by visiting PS Grants’ website for the latest information on open and anticipated grants.

The FBI and CISA (Cybersecurity and Infrastructure Security Agency) have issued a stark warning to Americans: stop relying on unencrypted messaging. With ongoing cyberattacks by Chinese-backed groups like "Salt Typhoon," U.S. networks face heightened threats, making secure communication a national priority.

The crux of the issue lies in the vulnerability of text messaging, especially cross-platform communication between iPhones and Android devices. While Apple’s iMessage and Google Messages are encrypted within their ecosystems, messages sent between these platforms remain exposed. Rich Communication Services (RCS)—the SMS replacement—also lacks full end-to-end encryption when used across platforms.

Signal: The Gold Standard for Secure Messaging
At Innovative Public Safety, LLC, we recommend one clear solution: Signal Messenger. Signal is a fully encrypted, open-source messaging platform trusted by privacy advocates, cybersecurity experts, and even whistleblowers like Edward Snowden.

Unlike standard text messaging or RCS, Signal provides end-to-end encryption for messages, voice calls, and video chats, ensuring your communications remain private—even if intercepted.

What Makes Signal Stand Out?

End-to-End Encryption: Only the sender and receiver can read or listen to messages and calls. Even Signal itself can’t access this data.
Cross-Platform Compatibility: Signal works seamlessly on iPhones, Androids, and desktops (Windows, macOS, and Linux).
Privacy-Focused: Signal doesn’t collect user data—no ads, no trackers, no profiling.
Open Source: Signal’s code is publicly available for review, ensuring transparency and trust.
Secure Group Chats: Signal offers encrypted group messaging, making it ideal for teams, families, or organizations.
The FBI’s Recommendation: Encrypt Everything
Jeff Greene from CISA, along with a senior FBI official, has urged Americans to use encrypted apps for all communications. "Encryption is your friend," Greene emphasized. Even if adversaries intercept your data, strong encryption renders it useless.

How to Get Started with Signal
Download the App: Visit Signal's official website to download the app for your device.
Sign Up: Register using your phone number—Signal doesn’t require any additional personal information.
Invite Others: Encourage your contacts to switch to Signal for secure communication.
Why It Matters
Cybersecurity threats are escalating, and unsecured communication leaves individuals and businesses exposed. While platforms like WhatsApp and Facebook Messenger also offer encryption, Signal remains the most robust and privacy-focused solution.

With FBI and CISA’s warning now public, it’s clear that encrypted communication isn’t just a tech-savvy choice—it’s a necessity. Don’t wait until vulnerabilities are exploited. Make the switch to Signal today and secure your communications against modern cyber threats.

-Avoid Links and Attachments: Don’t click unless you trust the source.

-Be Skeptical of Information Requests: Scammers may ask to “confirm” delivery details.
