1. TIF as the development-finance machine

Chicago’s TIF system is probably one of your strongest comparisons.

The basic mechanism is:

designation of “blighted”/redevelopment area → capture future property-tax growth → city-controlled fund → selected projects/developers.

There are legitimate economic-development purposes for TIF, so don’t call every TIF a scam. But Chicago generated enormous controversy over the degree of mayoral discretion and whether TIF money subsidized politically favored development rather than genuinely distressed neighborhoods.

One analysis estimated Chicago TIF districts were diverting roughly $500 million annually from taxing bodies, including schools and parks.

And there is an actual federal criminal case involving Chicago TIF financing: executives of Joseph Freed & Associates were indicted over allegations involving unpaid taxes, double-pledging city TIF notes and concealing defaults while obtaining additional financing.

Control-group lesson:
Don’t merely ask “Is there a TIF?” Ask:

* Who controls the district?
* Who owns property inside it?
* Who receives subsidies?
* Who donated politically?
* Who gets zoning changes?
* Who absorbs the increased land value?
* What happens to existing residents/businesses?
* What taxing bodies lose revenue?

That’s a much stronger investigative framework.

Pompano Unity Project is using Chicago as the control group, I’d build the Chicago file around mechanisms, not personalities. The question becomes:

What does a mature urban political machine look like when public power, land, infrastructure, contracts, unions, developers, and neighborhood policy become intertwined?

And Chicago gives you an unusually rich historical dataset.

The five together

This gives PUP a pretty solid Florida control group:

* Broward: elected official + illicit money laundering
* Miami: police protection + illegal gambling
* Opa-locka: city government + businesses + zoning/code/utilities + cash
* Margate: CRA + elected official + development grant + cash
* Hillsborough: elected official + regulatory authority + law-enforcement contracts + bribes

And there’s a pattern worth investigating without assuming the conclusion:

The most vulnerable points aren’t necessarily “crime.” They’re interfaces — vice/enforcement, politics/money, zoning/development, CRA grants, licensing, contracts, utilities and regulatory authority.

That’s where I’d put the Florida research microscope.

5. Hillsborough County — political influence over a private industry

A Hillsborough County commissioner who also chaired the county’s Public Transportation Commission was convicted of accepting bribes from people seeking certification for towing companies that wanted contracts with local law-enforcement agencies. The Eleventh Circuit later upheld the convictions.

Why it matters: It demonstrates another version of the same system:

regulatory authority → industry access → government contracts → personal payoff.

And importantly, the official wasn’t some obscure employee. He occupied a countywide elected position while controlling an industry certification mechanism.

4. Margate — CRA money + political influence

This one’s particularly valuable because it’s Broward + CRA + elected official + development money.

A Margate city commissioner and Margate Community Redevelopment Agency board member was convicted of accepting cash in exchange for using his influence regarding a $25,000 MCRA construction grant. He accepted $3,000 for one transaction and another $2,000 for a second.

Why it matters: This is a documented Florida example of the exact institutional combination PUP should be watching:

elected official + CRA + development money + personal influence.

Not speculation — a federal conviction.

3. Opa-locka — City Hall as the gateway

This one is probably the strongest Florida control case for PUP.

Federal prosecutors established a multi-year corruption conspiracy involving city officials and an outside intermediary. Businesses paid thousands of dollars in exchange for government action involving occupational licenses, code-enforcement matters, liens, water service and zoning. Multiple participants pleaded guilty, including the city manager, a public-works official and a former commissioner.

Why it matters: It shows how a local political ecosystem can turn mundane municipal powers — licenses, code enforcement, utilities and zoning — into leverage.

That’s exactly the kind of mechanism worth examining in Pompano/Deerfield/Fort Lauderdale.

2. Miami — police protection of gambling

A former Miami police officer was sentenced after an undercover investigation established that he accepted bribes to protect an illegal gambling operation, provide information about police activity, and even manipulate police presence around a competing gambling location. Some payments were made while he was in uniform.

Why it matters: This is almost a direct Florida analogue to the old Chicago vice-protection mechanism:

illegal vice → insider protection → selective enforcement → money.

No theory required; it was proven in federal court.

1. Broward County — political office + illicit money

A former Broward County vice-mayor and commissioner pleaded guilty and was sentenced in 2010 after admitting that he participated in laundering money that FBI agents represented as coming from a Ponzi scheme and concealed the cash fees he received.

Why it matters: This is your cleanest local precedent for the proposition that political office and illicit financial activity have intersected in Broward County itself.
