Risk does not belong to one department.

Public safety agencies often manage cybersecurity, compliance, physical security, personnel processes, and operational risk in different places. Chapter 5 of MCP’s 2026 MAPS® report looks at why that fragmented approach can create blind spots and why coordinated GRC matters.

A stronger approach gives leaders a clearer view of risk, improves accountability, and helps agencies respond more consistently.

That is innovation that works: turning risk management into an everyday operational practice instead of an occasional compliance exercise.

Policies should not sit untouched for years while the ECC around them continues to change.
New technology, new personnel, changing workflows, and evolving operational practices all can make yesterday’s policy manual less useful today.

In his latest blog, Pat Weidel explains how accreditation can help ECCs create a more consistent process for developing, reviewing, updating, and communicating policies.
The goal is bigger than earning a designation. It is making sure personnel understand what is expected, policies reflect current operations, and the organization has a framework for continuous improvement.

That is innovation that works: practical structure that helps the operation keep pace with change.

Recovering from a cybersecurity incident is one challenge. Making sure the organization comes out of it stronger is another.

For Saratoga County, New York, the incident highlighted vulnerabilities within a shared regional public safety technology environment and reinforced the need for greater independence and control over its critical systems.

MCP worked alongside the County and its regional partners to separate interconnected systems, strengthen cybersecurity, improve infrastructure visibility, and support the transition to a more independent operating environment without disrupting public safety services.

Today, Saratoga County operates with stronger cybersecurity protections, better visibility into its infrastructure, and a more resilient foundation for future modernization.

That is innovation that works.

Sometimes the biggest challenge in a technology project is simply getting it moving again.

Butler County had been working to deploy iOS and Android mobile data solutions for emergency responders but continued to run into roadblocks with its CAD vendor.

In this video, Steve Beishouse, director of emergency services for Butler County, shares how MCP helped bring technical expertise and vendor accountability to the process and helped the County move forward.

Today, those devices are beginning to reach responders in the field with real-time information at their fingertips.
That is innovation that works.

This week, we’re spotlighting Chapter 4 of MCP’s 2026 MAPS® State of the Market report and the changes reshaping ECC operations.

Staffing shortages, AI and automation, alternative response, growing system complexity, and modern continuity planning are all changing what ECC leaders have to manage every day.

Chapter 4 looks at where those changes are creating opportunities to reduce workload, improve service delivery, support telecommunicators, and strengthen resilience.

That is innovation that works: modernization that makes a practical difference in the operation.

Courthouses are built to serve communities for decades, but the way courts operate will not stay the same for decades.

Caseloads change. Technology changes. Hybrid proceedings evolve. Even the way courtroom and public spaces are used can shift over time.

That is why flexibility matters.

Adaptable courtrooms, modular infrastructure, shared resources, and multipurpose spaces can help courts respond to change without having to continually rebuild around it.

That is innovation that works: designing for what courts need today while giving them room to adapt tomorrow.

Technology problems are much harder to fix after a system is already live.

A missed compliance requirement, an unplanned workflow change, a security gap, or a continuity issue can quickly become an operational problem.

That is why this piece from Steve Badgio is worth revisiting.

Bringing governance, risk, and compliance into a technology project from the beginning gives agencies a chance to identify those issues earlier, build safeguards into the plan, and avoid costly corrections later.

For public safety organizations modernizing critical systems, GRC is not just about compliance. It is about making sure the technology can support the operation when it matters.

It’s been a busy couple of weeks on the road for MCP.

Last week, our teams connected with public safety and justice professionals at the Michigan 911 Technical Forum, the Tennessee State Court Clerks’ Association Conference, and PA NENA. This week, the conversations continue at TENA.

Different events, different audiences, but a lot of the same priorities keep coming up: modernization, stronger operations, resilient technology, workforce challenges, and how agencies can prepare for what comes next.

We’re grateful for the conversations, the ideas shared, and the opportunity to spend time with clients, partners, and colleagues across the country.

And we’re not slowing down yet. We look forward to seeing more of you on the road this fall.

Public safety agencies increasingly are working across both LMR and LTE environments, and the challenge is making sure those technologies work together without compromising reliability, security, or resilience.

Join Mission Critical Partners on Tuesday, October 20, from 1:00–2:00 p.m. ET for Bridging Land Mobile Radio and Long-Term Evolution.

The session will cover LMR and LTE strengths and limitations, interoperability, push-to-talk over cellular, coverage and governance challenges, secure network design, and integration planning.

A policy does not reduce risk simply because it exists.

The real question is whether people understand it, whether it works in day-to-day operations, and whether the organization has tested what happens when something does not go according to plan.

In MCP’s latest blog, Jason Franks explores why change management is such an important part of risk management and how tabletop, functional, technical, and integrated exercises can help organizations uncover gaps before a real incident does.
