COMMUNITY PLANNING MONTH | What does good planning actually accomplish?

It helps communities answer important questions before individual projects begin.

Where should growth happen?

What infrastructure will be needed?

How can properties be put to better use?

What environmental or site constraints need to be considered?

How can new development support broader community goals?

Good planning brings those pieces together—and creates a framework for turning ideas into action.

For developers and property owners, that framework also matters. Understanding zoning, infrastructure, environmental conditions, approvals and community priorities early can create a clearer path from a project concept to implementation.

This National Community Planning Month, we're recognizing the planners, municipalities, project teams and community partners doing the work that shapes the places where we live, work and invest.

Can permit-ready plans help communities get more housing built?

A recent American Planning Association article examines how four communities are using pre-approved housing designs to lower barriers to development.

One particularly interesting example comes from South Bend, Indiana. The city created a narrow-home design specifically for 30-foot-wide lots that had traditionally been considered difficult to develop. Today, that design accounts for roughly "40% of permits issued through the city's pre-approved plan program."

But there's an important takeaway beyond the plans themselves: "Successful programs addressed development barriers first."

That meant examining zoning, understanding local housing needs, designing for existing neighborhoods and coordinating across municipal departments and the broader development community.

It's a good reminder that making development easier isn't always about eliminating steps.

Sometimes it's about doing the right planning earlier, identifying barriers and creating a clearer path through them.

Long before construction begins, a project team must evaluate the site, identify possible constraints, understand the approval process and determine which decisions could affect the schedule or budget.

That early planning helps answer important questions about land use, access, utilities, environmental conditions and permitting before they become larger issues later.

A property can look right for a project—and still contain constraints that aren't immediately obvious. Zoning, wetlands, access, utilities, environmental conditions, outside-agency jurisdiction, municipal approvals.

Finding one of those issues after a design is substantially complete can mean revisions, added costs or schedule impacts and finding it early gives the project team options.

PLANNING A 2027 PROJECT? Start asking the important questions now.
Before a development project makes it into next year's capital plan or budget, consider what needs to happen between “we want to do this” and “we're ready to move forward.”

✓ Is the proposed use permitted by zoning?
✓ Are there environmental or site constraints?
✓ What municipal approvals are required?
✓ Will outside agencies be involved?
✓ Are utilities and infrastructure available?
✓ What could affect the approval timeline?

The goal of early planning isn't to predict every challenge. It's to identify the major ones while the project team still has options.
