A property may look developable on a map—but environmental conditions on the ground can tell a different story.

That matters even more following changes to New York's freshwater-wetlands regulations. NYSDEC now cautions that informational wetland maps alone cannot definitively determine whether regulated wetlands are present on a parcel.

Early environmental review can help identify those issues before they affect a project's design, approvals or schedule.

PROJECT SPOTLIGHT | Poughkeepsie Sand Terminal

KARC Planning Consultants secured site plan approval for the proposed Poughkeepsie Sand Terminal, an aggregate materials storage and distribution facility along the Hudson River.

With historic buildings, an MTA-owned railroad, existing utilities, multiple easements, and several reviewing agencies involved, the project required careful coordination throughout the approval process.

KARC managed the consultant team and permitting, coordinated with City and County departments, and represented the client before the City of Poughkeepsie Planning Board. Our work continues as the project moves forward.
Once complete, the facility will receive aggregate materials by barge and distribute them throughout the Hudson Valley.

Planning Tip: Investigate the site before designing the solution.

Zoning, wetlands, access, utilities, permitting requirements, topography, and other site conditions can significantly affect what is feasible on a property.
Identifying those constraints early gives project teams an opportunity to respond before they've invested significant time and resources into a design that may need to change.

Warehouses have to go somewhere—but where they go matters. A recent American Planning Association article examines how communities are responding to warehouse and distribution development through zoning, permit decisions, moratoriums, and other tools. The research raises an important point: blocking development in one place can simply shift freight activity and its impacts somewhere else.

For communities, the bigger question is how to plan for logistics uses thoughtfully—considering transportation access, infrastructure, surrounding land uses, environmental impacts, and community priorities together. Good planning isn't just about deciding what doesn't belong. It's about creating a clearer strategy for what belongs where.
